  3. Introduction to WP 3 Title: Knowledge Management and Information Exchange Mechanism General Objectives: a. Critical Review of existing environmental information systems and of results of other completed and/or ongoing projects b. Development of a pilot version of an Environmental Information Management System in Poland and installation of a reference solution in form of a pilot databank (online or on CD ROM).

  4. Introduction to WP 3 • Specific Objectives: • Development of an Internet based support system to assist all administrational units (MS, Urząd Wojewódzki, Urząd Marszałkowski, Powiat, Gmina) in Poland which are concerned with EIA/SEA. • Procurement of Hard- and Software needed for the Prototype System (i.e. a European tender has to be prepared). • The Information System should provide following features: • Support for the Registry of EIA/SEA projects (according to MoE directive) • Support for the EIA/SEA Reporting to the EC (according to EC directive) • Support the Management of the EIA/SEA procedure (Application-, Assessment- and Decision Making Phase)

  6. Work Done • A survey of existing hard- and software of all concerned administrational units in Poland has been done. • A European Tender to procure the needed hard- and software has been prepared. • Information about existing knowledge in handling environmental issues and about the technical infrastructure has been gathered. • The consideration of results of other Work Packages for the system development, like the analysis of legal issues (ongoing process). • The basic layout for the central EIA/SEA Web Page - including an EIA/SEA Assistant - has been conceived. • The development of a XML based EIA/SEA registration and reporting system has reached a prototypical stage.

  7. Future Activities Presentation of the first version of the system and running a prototypical test phase Further development and refining of the Reporting and Registration system in accordance to legal aspects and user needs Procurement and adaptation of the Environmental Polish Thesaurus (GEMET) to support the EIA/SEA registration Development of an internet based EIA/SEA Assistance Tool, to guide the user through the EIA/SEA procedure Installation of the System Server and the EIA/SEA System Software at the MoE Training of system users and system administrators
