  17. Ready Reaction Force On-call force of soldiers to initially respond or reinforce on-site personnel. Over 1200 soldiers broken down into 11 teams. Distributed among nine metropolitan areas.

Special Reaction Team Special Reaction Team (SRT) formed as a highly trained military law enforcement element to augment civilian authorities, conduct security operations, train soldiers in MP tasks and/or provide command and control. Four teams of 25 soldiers plus Command and Support assets.

  25. HRSA Grant Trainings Hospitals trainings were conducted to develop a regional hospital response system. Approximately 36 meetings are conducted each Grant Year FY to address systems planning between hospitals and partners, surge capacity issues, communications, interoperability, technical decontamination procedures and the Strategic National Stockpile. 90 – 95% of all 209 hospitals actively participated in these Rounds.

  26. HRSA Grant Trainings In FY 03 – 04, 36 trainings targeted to hospitals will also be conducted. Isolation capacity, surge, deployment and credentialing of medical personnel are some of the issues to be addressed. The Strategic National Stockpile and Hurricane Sheltering is the major component of these rounds.

  27. PROFESSIONAL COURSES A total of 10 Medical Awareness Courses were facilitated in 9 Regions of the state. The full-day agenda was directed specifically to physicians, nurses, pharmacists and lab professionals to increase the level of awareness for differential diagnosing of potential terrorism agents and/or potential disease outbreaks.   28. Southern Anti-Terrorist Regional Training Academy (SARTA) An initiative by the Louisiana Sheriff’s Association, Ascension Parish Sheriff’s Department, Louisiana State Police, Louisiana State University, and The Louisiana National Guard

Concept • To establish a Regional/National Academy that will address counter-terrorism by providing training for Homeland Defenders to maximize Law Enforcement first responder readiness. • Three operational locations south of Baton Rouge. • Gillis Long Center, Carville would serve as site for academy’s operation base, academic, housing and educational support units. • Existing facilities at the Ascension Parish Sheriff Department’s Training Center • 68-acres of donated land adjacent to Ascension Parish Sheriff’s Office (APSO) firearms training center would serve as site of tactical operations.

  36. CDC & HRSA Hospital Grant Table-Top Exercises: The full day agenda tested the ability of hospitals, public health, law enforcement, EMS, HLS/EP, and other emergency responders to communicate interact effectively in biological or chemical disasters.

SNS Exercise16-18 Mar 04 Exercise Objectives: • Observe state of readiness – Exercise/evaluate state readiness to respond to a significant biological incident. • City, Parish, State & Federal Interaction • Awareness of response plans & Policies • Implementation & Deployment of Biological Response Assets– Evaluate effectiveness of requesting, receiving, and distributing local and federal assets. • Medical Capabilities – Detection, assessment, prevention of disease spread, treatment, and resource replenishment. • Public Information – Employ measures to provide timely information to the population and assist with message as “enabler” vs. “de-stabler”. Evaluate media coordination between state and federal agencies. • Intra / Inter agency communications – Evaluate redundant methods.
