Institutional framework • Ministryof Env.Protection, Physical Planning and Housing – hazardous waste • 21 County offices (env. prot.) – non-hazardous, special waste streams • 556 municipalities / towns - municipal waste • Croatian Environment Agency • Central Bureau of Statistics • Environment Protection and Energy Efficiency Fund

Donor projects Planned: PHARE 2006: Development of hazardous waste management system, including the identification and management of “hot spot sites” in Croatia (start: beggining of 2009) Included activities on: • development of data collection, waste information system and reporting (for HW in general and for specific hazardous waste streams)

  8. data requested in annual report • General data on company / organisational unit at location (capacity, economic activity,..) • Quantities for each waste type (List of Waste codes) • Temporary storage on location • Data on off-site transfer – recovery/disposal operations (R/D codes - WFD), export For municipal waste additionally: – data on separate collection (recycling yards, containers,..) – population served by collection scheme

  9. data quality / validation Improvement on: • Municipal waste • Hazardous waste • Packaging, ELVs, tyres, waste oils, batteries, WEEE (new Ordinances on specific waste streams, additional forms) Poor validation procedures CEA Guidelines 2008: waste code determination, R/D operation, waste data keeping and reporting
