  1. How the New Regulation Will Work The Ban is just the Beginning The Practitioner’s Perspective Presented by Michael T. Lannan, P.E. www.TechEnv.com

  2. What the Presentation Covers.. • Who am I? Why am I here? • Am I IN or Am I OUT?? • What Collection & Storage Concerns? • What is that Smell? • What are the Hauling Concerns? • What are we going to do with all this Compost?

  3. Who am I? Why am I here? • An Odor Control Engineer • Food Waste Stinks… • What was Jim Stockdale’s middle name?

  4. Am I IN or Am I OUT?? • As discussed, if you can create more than one ton per week you are in • It is all about the waste generation basis and seasonal fluctuations • In reality, if your facility is near the limit and has a “back of the house” you are supposed to be in

  5. What are Some Collection and Storage Concerns?... • Hospitals/Universities – How will they handle food that is in offices, dorms or hospital rooms? • Restaurants – Should the front or back of the house be in charge, or included? • Managers of Mixed Uses – How do you decide who is responsible for what?

  6. What are Some Collection and Storage Concerns?... • What is my food waste composition for recycling going to be? • Food only – animal feed • Food and soiled paper – “compostables” • Food, soiled paper and “biodegradables”

  7. Compostable Collection and Storage Concerns… • Processing temperature can affect the “compostability”: • Psychrophilic – 68 °F • Mesophilic – 95 to 105 °F (PSRP-Class “B” Solids -(USEPA Title 40 Part 503)) • Thermophilic – 125 to 140 °F (PFRP-Class “A” Solids -(USEPA Title 40 Part 503))

  8. Compostable Collection and Storage Concerns… • ASTM D6400 – Specifications for Compostable Plastics • ASTM D5338 –Composting Aerobic Biodegradation of Plastic Materials • ASTM D6868 –Biodegradable Plastics Coatings on Paper • ISO 17088:2008 identification of plastics that can be aerobically composted • ISO 16929 or ISO 20200 – Disintegration test • EPA OPPTS 835.3110 – Biodegradability Fate Test • ISO 14855 – composting aerobic biodegradability of plastic materials

  9. Compostable Collection and Storage Concerns… • EN 13432 – Packaging Requirements for composting or biodegradation • BPI Certified – Compostable plastic products will biodegrade and compost (Biodegradable Plastics Institute) • BS EN 13432 – Packaging Requirements for packaging recoverable through composting & biodegradation (BSI Group)

  10. Compostable Collection and Storage Concerns… • The line is currently very blurred between compostable and biodegradable, so how does a facility know what to put in the bins?

  11. Biodegradable Collection and Storage Concerns… • ASTM D5511 – High-Solids Anaerobic Biodegradation of Plastic Materials • ASTM D5210 – Plastics Anaerobic Biodegradation with Sewage Sludge • ASTM D5271 – Plastics Aerobic Biodegradation in Activated Sludge • ISO 14853 – Anaerobic Biodegradation of plastic materials in an aqueous system • NWIP N1144 – Plastics Anaerobic Biodegradation in slurry phase systems

  12. Biodegradable Collection and Storage Concerns…

  13. Food Waste Collection and Storage Concerns… • My food waste is wet – Add contaminated paper or yard waste • Odor! – food waste stinks • Vectors want to eat too! – Fruit flies, skunks, rats, and bears, oh my. • Storage bags and liners limited – Bins need to be cleaned

  14. What is that smell?… • Food waste is mostly water • Food waste quickly becomes sugars, fatty acids and sulfur containing amino acids • MSW “fresh waste odor” is food

  15. Odor Reducing Storage Options…

  16. Food Waste Storage Options…

  17. What are the Hauling Concerns? • A one ton per week threshold creates “mixed” loads for regulated and unregulated facilities

  18. What are the Hauling Concerns? • Current food only hauling for farms is unregulated

  19. What are the Hauling Concerns? • Food waste must be picked up frequently and in small loads – 8 tpd

  20. What are we going to do with all this Compost?

  21. What are we going to do with all this Compost? • 200,000 new tons
