Charging Statement Review • Distribution Licence Condition 14.4 • “The licensee must periodically review the information set out in any Charging Statement available under paragraph 14.1 and, at least once in every Regulatory Year, must make any changes that are necessary to that statement to ensure that such information continues to be accurate in all material respects.” • DNOs maintain a ‘common’ template charging statement necessitating a joint review • EDCM changes proposed with EDCM submission • Additional stakeholder workshop held 26 May 2011 • Attended by LDNO and Supplier representatives

Outcome • Many changes proposed to improve consistency • Improving use of Demand/Generation and Import/Export • Remove ‘tariff’ and replace with ‘charges’ • Standardising terms and improving definitions • Restructuring of Section 2 to improve layout • Billing category – better explanation of NHH & HH billing • Structure of charges – better explanation of charge components • Charge value calculations – add capacity charge value calculation

  4. Outcome (2) • Superfluous information removed • Redundant or duplicated wording • Further work to review DNOs LLF structures with a view to establish a common LLF layout • DNOs would then work towards establishing common layout with future LLF methodology changes

Next steps Template statement currently being updated with changes discussed at workshop Proposed template statement to workshop participants for final comments Proposed new template finalised Circulate proposal for stakeholder comments Submit template to Ofgem for comment on form ‘approval’ DNOs to utilise template if ‘approved’ for basis of their statements and seek Ofgem form approval. Implementation with April 2012 charge notification
