Outcome 3 and associated outputs • Advanced gender equality, women’s and girls’ empowerment, and reproductive rights, especially for the most vulnerable and marginalized women, adolescents and youth • Output 3.1: Strengthened international and national protection systems for advancing reproductive rights, promoting gender equality and non-discrimination and addressing gender-based violence • Output 3.2: Targeted programmes to prevent gender-based violence and harmful practices and enable the delivery of multi-sectoral services, including in humanitarian settings and fragile contexts • Output 3.3: Strengthened engagement of civil society organizations in promoting reproductive rights and gender equality, with a focus on marginalized and vulnerable groups, people living with HIV and key populations

Outcome 4 and associated outputs • Strengthened national policies and international development agendas through integration of evidence-based analysis on population dynamics and their links to sustainable development, sexual and reproductive health and reproductive rights, HIV and gender equality • Output 4.1: Strengthened national capacity for production and dissemination of quality disaggregated data on population and development issues that allows for mapping of demographic disparities and socio-economic inequalities, and for programming in humanitarian settings and fragile contexts • Output 4.2: Increased availability of evidence through cutting-edge in-depth analysis on population dynamics (including ageing, urbanization, migration, population growth, demographic dividend) and its links to poverty eradication and sustainable development • Output 4.3: Strengthened capacity for the formulation and implementation of rights-based policies that integrate evidence on population dynamics and their links to sustainable development • Output 4.4: Strengthened national capacity for using data and evidence to monitor and evaluate national policies and programmes in the areas of population dynamics, sexual and reproductive health and reproductive rights, HIV, adolescents and youth and gender equality, including in humanitarian settings and fragile contexts

Other key issues and next steps • Sharing results • In a number of areas of work, multiple UN agencies are engaged • Insofar as possible, results should be shared between agencies • Identical/consistent indicators at outcome level • Complementary indicators at output level • Linking resources to results • Consolidation of bottom-up resource needs currently underway, with prioritization between them to be guided by demonstration of contribution to results • Next steps • Work actively underway on theories of change • Bottom-up process for target-setting
