  2. National Library for Health • The vision for the National Library for Health is of a highly integrated network based service, delivering an efficient, personalised library and information service to clinicians and patients.

  3. Within 5 years • More staff will use an NHS library than currently. • NHS libraries will support patients and carers. • Libraries will regularly undertake user needs and user satisfaction surveys. • There will be greater use of shared services between libraries. • Librarians will spend more time providing professional services to users (for example working on wards as clinical librarians) and less time on administrative work (cataloguing books; processing inter library loans for example).

  4. Within 5 years • Library systems and services will be integrated with the National Programme for IT. • There will be greater integration with HE, FE, independent and other health care libraries. • Library expenditure will have increased, but it will be demonstrably more cost effective.

Questions facing commissioners • Have we allocated resources to maximise the benefit? • What interventions offer the best balance of benefit, harm and cost for these patients? • How do we reach the patients most likely to benefit from the service? • How can we maximise benefit? • How can we minimise harm? • How can we make the experience of patients as rewarding as possible?

Information needs of commissioners, providers and users • Best current evidence • The performance of the local service in comparison with explicit quality safety standards and the performance of other similar services • The experience of professionals and patients • The knowledge we provide needs to support dialogue - • specialty by specialty, and condition by condition
