Staged Implementation • Gave industry • six months “breathing space” • time to get organised • time to understand the legislation • time to progressively introduce the concepts • Staged Implementation takes effect during 2005
The Elements of Staged Implementation • Tracking – 1 Jan 2005 • A new concept • Only for the most hazardous substances • Not dissimilar to the Poison Book • Now extends further down the train • Need to • identify Location Test Certificate • identify Approved Handler • keep records
Tracking • Only required for Classes Explosives, 3.1A, 3.2A, 4.1.2A /B, 4.1.3A, 4.2A/3A, 5.1.1A, 5.2A/B, 6.1A/B/C,9.1A/2A/3A/4A • Records at each stage of lifecycle • Manufacture / import through to disposal / use • May only transfer if: • To an approved handler • To an approved location (for storage) • Responsibility with ‘person in charge’
Test Certificates • Approved Handlers – All “Full” by 1 Jan 2007 • Location Test Certificates • Large volumes by 31 December 2004, • Timber Treatment by 31 March 2005 • Others alphabetically • All by 1 June 2006 • Implementation Plan
