Summary • A clever observation of VDL 2 traffic, issues and capacity/performances aspects is crucial for the 2011-2016 years • EUROCONTROL through its CRO (DLS Central Reporting Office) proposes to cooperate with ACSP(DSPs) and ANSPs-ACSPs to • define crucial ‘KPI’s • exchange and so cross-validate crucial measurements • EUROCONTROL CRO provided proposals through working papers to ANSPs, ARINC and SITA to discuss the proposal in details during summer 2012

  3. Context (1):  It is happening now.. Datalink Services Implementing Rule (EC Reg. 29/2009)

  4. Context (2) : Growth indeed observed in populations of equipped aircraft (Moon statistics) ~ Linear evolution

  5. Context (3): VDL sub-band deployment plan. • There are 4 channels coordinated for deployment across Europe. • In 2012, 3 are already made available by Freq managers • Multi-frequency is currently being validated. • Standards (MOPS, ICAO Tech Manual) are currently being aligned to Multi-Frequency

Context (4) : « Time is rather short » • Traffic peaks become significant • There are still some implementation issues being detected / investigated (eg Prov Abort) that (possibly) impact Performance and Capacity • Consequently, Multi-VDL 2 channels operation is desired for soon and with a short fine-tuning time

  7. Central Reporting Office (CRO) T.O.R Working? What are the Problems? Investigate and resolve Working well ?Performance protection : Capacity planning Time is short. Cooperation ANSPs/ACSPs/CRO proposed also on monitoring through VDL 2 channels for timely problems resolutions and Multi-frequencies deployment planning

  8. Monitoring through VDL 2 channels? • A specific view on the A/G radio interface • Complementary to the End-user access point measurements proposed by CRO to ANSPs

  9. Monitoring through VDL 2 channels ? Giving a view on ..(eg) • Current AOA, ATN/CPDLC and FANS aircraft populations ? Respective trends? • Current total traffic demand versus available ground-stations? • Capacity issues at specific Terminals? • Capacity and CPDLC round-trip performance OK in ENR? • Multifrequencies (FSL, Autotune)..working OK? • Provider Abort profiles resolution in progress? • Other local or widespread issues requesting analysis ? • ..

  10. Practically ? ACSPs Moon operation • Cooperation proposed between ACSPs/ANSPs/CRO • Data gathering at level of ACPS’ VGS is proposed. • Additional (similar) data gathering through MOON’ RMUs is proposed : • RMUs deployed by Eurocontrol & ANSP’s RMUs added to MOON cloud • As a mean for consolidating/validating analysis done together • Data protection requirements shall be discussed.

CRO prepared a WP on «Requirements for additional monitoring through VDL Mode 2 channels » • Cooperation proposed especially to monitor : • Aircraft populations and flows (map of equipped aircraft traffic over each VGS, with VDL 2, FANS1/A and VDL) • Local VDL 2 traffic loads (total) • Local VDL 2 traffic volumes by traffic type (# frames and distribution frame length) • Local AVLC retransmission rates (Up & Dw distribution into 1 Tx, 2,.. 6 Tx) • Local AVLC round-trip delays by traffic type(Distribution of delay at AVLC layer)+ • Any issue detected with an unknown impact on the performance or capacity of the network

  12. WP« Requirements for additional monitoring through VDL Mode 2 channels »(2) • CRO proposes to additionally monitor itself : • Local VDL 2 channel utilisation (CU) • Local SREJ rates • Hand-over efficiency and stability • Resolution of known issues • …
