  1. SM County Planning Commission Proposal

    Proposed amendment to the “Green Building Program” requiring minimum standards for new construction or remodels of residential single-family, low-rise multifamily buildings, commercial and industrial buildings.

Purpose to Amend Chapter 14 of Division VII; Sections 1401-1408 The purpose of the County Green building Program is to enhance public health and welfare by encouraging green building measures in the design, construction and maintenance of buildings: Goals Encourage conservation natural resources Reduce waste in land fills/construction debris Increase energy efficiency and lower energy use Reduce operating cost of buildings Promote healthier indoor environment

Standards; Codes; Rating Systems Building standards represent the best practices of the industry as a whole and are the foundation of building codes Codes are professionally developed, consensus based minimum standards which establish the legal building guidelines. Rating systems are usually 3rd parties which provide suggestions that may allow architects, engineers and builders to exceed the code standards.
  4. Build It Green and Green Point Rated This is a regional non profit organization Their rating system involves several check lists Their rating system is not recognized by: AIA ICC ASHRAE NFPA USGBC
  5. Crossing the line between recommendation and law The proposal before the Board of Supervisors would make Build It Green and their Green Point Rating (GPR) System part of the local building codes: The Law “GPR is the version of applicable Green Point Rated Checklist approved by Build It Green, in effect at the time of project application for County building Permit.” Quote for Section 1402

Standards for Compliance Approval of any building permit for new construction or a 35%+ remodel and new construction…..shall not be granted unless the applicant submits a checklist which achieves: Minimum Points total and Minimum Points per category On the appropriate Green Point Rated Checklist Section 1403
  7. Expedited Permit Processing This is Section 1404 and basically it says the more points you can demonstrate the higher up on the waiting list for plan check etc your project will be placed. Is this equal availability of public services to all? Is it legal?
  8. ICC and IGCC These are the professionally recognized code writing bodies in the US. This Spring (2012) the IGCC will release their ‘Green Codes’ [IGCC 189.1] This will set the standard and could be filtered into and become a part of local codes. IGCC: International Green Construction Council
  9. USGB/LEED and CGBSC US Green Building began the development of LEED in 1998. They were participants in the development of the soon to be released IGCC 189.1 California Green Building Standards Code will be reviewing IGCC 189.1
  10. Universal Codes, Universally Enforced Like any other building code green codes should be the responsibility of the local building inspectors to install and enforce. Local building inspectors install and enforce building codes without prejudice in all cases. Third party enforcement or self enforcement will ultimately lead to a poor result.
