ISAS The purpose of the ISAS is to develop regional scheduling and tagging standards, criteria, and guidelines that promote compliance with established Federal Energy Regulatory Commission and North American Electric Reliability Corporation (NERC) requirements. The ISAS shall foster the development and use of common terminology and methods of enhanced communications with respect to scheduling and tagging practices, among participants that use the interconnected Bulk Electric Systems in the Western Interconnection. The ISAS shall: 1. Create and improve scheduling and tagging regional criteria and/or guidelines for WECC as assigned by the Operating Committee. 2. Review NERC/North American Energy Standards Board (NAESB) standards and compare them to WECC scheduling regional criteria and/or guidelines to ensure that WECC is not duplicating or contradicting any NERC or NAESB scheduling standards. 3. Provide a forum to aid in the education and implementation of national and regional standards, criteria, and guidelines. 4. Assess scheduling regional criteria and/or guidelines relative to regulatory and industry changes.

ATFWG The purpose of the ATFWG is to research and facilitate resolutions to identified After-the-Fact (ATF) energy accounting issues that arise among participants that use the Bulk Electric System in the Western Interconnection to maintain load-interchange-generation balance. The ATFWG shall: a. Receive ATF issues. b. Foster and promote communication between ATF participants. c. Research and review existing policies, standards, and guidelines applicable to ATF issues. d. Provide direction for solutions to the ATF issues based on existing policies, standards, and guidelines and to communicate the solutions to the involved parties. If no policies, standards, or guidelines exist to address an issue or they are unclear with regard to the issue, the ATFWG shall reach a consensus recommendation to present to the ISAS. e. Provide a synopsis of issues and related solutions to the ISAS and make recommendations to the ISAS for acceptance of such items, as required. f. Perform other functions as may be delegated by the ISAS.

  6. IWG The IWG was formed with the purpose of supporting the WECC ISAS in developing WECC Guidelines and supporting documents as needed. All documents developed, modified or retired through the IWG are reported to ISAS for consideration, prioritization, and direction. The IWG is responsible for: a. reviewing, developing, and modifying WECC documents as assigned by the ISAS Committee to accommodate system reliability and energy market viability in the Western Interconnection; b. reviewing proposals as assigned by the ISAS committee to add or modify WECC documents; c. presenting and making recommendations to the ISAS voting membership for acceptance of such documents as required; d. performing various tasks as assigned and/or delegated by ISAS and/or ISAS Chair.

  8. EIWG The purpose of the EIWG is to research and facilitate resolution to identified e- Tag issues relating to reliability in the Western Interconnection. The EIWG shall: a. Receive reports of e-Tag issues. b. Collect information regarding the issues, including contacting the involved parties. c. Researchexisting NERC and WECC documents applicable to the issues. d. Provide direction for solutions to the issues based on existing NERC and WECC documents , and then communicate the solutions to the involved entities. If no NERC and WECC documents exist to address an issue or the NERC and WECC documents are unclear with regard to the issue, the EIWG shall reach a consensus recommendation to present to the ISAS. e. Provide a synopsis of issues and related solutions to the ISAS at the next scheduled meeting. f. Perform such other functions as may be delegated by the ISAS.

  10. RTSWG The purpose of the RTSWG is to serve as a forum for resolving real time reliability and scheduling issues. This includes (but is not limited to) developing Regional Criterion, guidelines, or recommendations. Proposed solutions to identified issues are submitted to the ISAS for approval. The RTSWG shall: a. Be responsible for reviewing real-time scheduling, tagging, and checkout procedures as assigned by the ISAS or as identified by WECC members. b. Develop appropriate scheduling procedures to improve reliability in the WECC region while taking into consideration economic impacts. c. Track identified issues and report updated progress to the ISAS. d. Perform such other functions as may be delegated by the ISAS.

  12. ESWG The purpose of the ESWG is to research and facilitate resolution to identified electronic scheduling issues in the WECC Region. The ESWG shall: 1. Be the subject matter experts for all WECC Interchange Tool-related functions. 2. Be the subject matter experts for the WECC Registry. 3. Be subject matter experts for the Electronic Industry Registry. 4. Provide current updates, synopses of issues, and related solutions at each scheduled ISAS meeting. 5. Work with vendors and WECC staff on enhancements and implementation to all above listed items. 6. Perform other functions as may be delegated by the ISAS.
