Motivation for a systematic approach Boundary Conditions (I) In the year 2000 the legal status of official statistics in Austria changed The Statistical Council acting as controlling instance for statistical production processes. In this context the availability of metadata was a key demand A quality subgroup of the Statistical Council has the desireto learn more about our products. => external motivator

Motivation for a systematic approach Boundary Conditions (II) The conditions for production statistics became more difficult More work but less resources To run Metadata-systems means a work load for subject matter statisticians The willingness of the top management to invest a lot of moneyis not high General situation shows the need for doing something => internal boundary conditions

Registry Registration of „information objects“ • Statistics-Austria-wide unique ID Specification of relations between „information objects“ • Different types of relations Meta-Metadata • Subsystems and legacy systems, types of information objects, types of relations, etc. Functions needed for several subsystems • Access rights, „Owner“, attachment of documents and hyperlinks, etc.

  11. Lessons learned Communication problems Lack of resources - human - financial Resistance Outlook: 2 possible scenarios: 1. The costs are bearable: development, statistical project database as next step,….., IMS 2. The costs are unbearable: Back to the start!
