Onboard Aircraft GSM Frequencies ECC Draft Report
This draft report outlines the scope, scenarios, and controversial issues related to implementing GSM frequencies on aircraft. It includes end-to-end system descriptions, reference values, and identifies open and closed controversial matters. The report is part of SE7 activities and will lead to an ECC decision.

SE7 participants : • Regulators and administrations • Terrestrial operators • Potential onboard operators
MANDATE from SEWG : • Interim report delivered to SE in June : doc SE7(05)59 1.0 • The final draft ECC report must lead to an ECC decision
Content of the final report • SCOPE • DESCRIPTION OF SERVICE AND ENVIRONMENT • End-to-end Description of a system using the NCU solution • IDENTIFICATION OF SCENARIOS • REFERENCE VALUES / Parameters
SCOPE / Frequency bands and systems • Connectivity: 1710-1785 MHz and 1805-1880 MHz (GSM1800) • Control: 876-915 MHz and 921-960 MHz (GSM900 including GSM-R) 1710-1785 MHz and 1805-1880 MHz (GSM1800) 1920-1980 MHz and 2110-2170 MHz (UMTS UTRA- FDD 2GHz) At the latest…
SCOPE / Aspects not covered • This report does not cover : • the impact of terrestrial networks on the GSM onboard aircraft system, • any consideration of regulatory and operational aspects • Any compatibility with the aircraft avionics.
IDENTIFICATION OF SCENARIOS • Scenarios 1 and 2 cover the case where no onboard GSM system is present • Scenarios 3 and 4 cover the onboard GSM system effects on the terrestrial system • Scenarios 5 and 6 cover the onboard GSM system effects on the terrestrial system for multiple aircraft
Simulation tools : • Manual link budget for point-to-point scenarios • SEAMCAT for multipoint-to-point scenarios
REFERENCE VALUES / Parameters : • Mobile stations (MS, UE) • Base stations (BTS, NodeB) • Both operators (real data) and standard parameters are part of the study
Controversial issues : items closed • Systems to be taken into account and frequency bands • Parameters including the power level, the sensitivity, the base station antenna patterns • Interference criteria (C/I=9dB) • Hull attenuation • Technology neutrality
Controversial issues : items open • In-cabin propagation model
Current status of SE7 activities • Current version of the draft ECC report : SE7(05)133 issue 0.1 (soon online) • Groups of editors identified • Processing the simulations
