  2. Proposed Code Change • Application Type: This is a request to modify the following sections of the Unified Land Development Code: • Section 11.03. Landscaping, Buffers and Irrigation Requirements; • Amending Section 11.03.05, Landscape Buffer Requirements; • Table 11-5, Perimeter Buffer Requirements.

  3. BACKGROUND Justification:Prosperity 2021 identified Old Kings Road District boundaries, with characteristics, as described: • An aging commercial corridor; • Area is largely built-out under pre-City of Palm Coast requirements; - Therefore, the Prosperity 2021 effort was supportive of development, redevelopment and growth.

Proposed Code Change Chapter 11, Section 11.03.05, Table 11-5, Perimeter Buffer (List of Specially Designated Roadways) * Specific arterial and collector roads include the following: Belle Terre Parkway, Belle Terre Boulevard, Bridgehaven Drive, Brushwood Lane, Boulder Rock Drive, Club House Drive, Colbert Lane, Corporate Drive, Cypress Edge Drive, Cypress Point Parkway, Florida Park Drive, I-95, Matanzas Woods Parkway, Old Kings Road**, Palm Coast Parkway**, Palm Harbor Parkway, Pine Lakes Parkway, Pine Cone Drive, Royal Palms Parkway, S.R. 100, Seminole Woods Parkway, U.S. 1, and White View Parkway. **The list of specially designated arterials and collectors also includes Old Kings Road and Palm Coast Parkway, excluding the frontage along these roads generally described as Old Kings Road North from Palm Coast Parkway to Frontier Drive and Palm Coast Parkway from Old Kings Road North to Florida Park Drive (whose boundaries are depicted on Exhibit A of Ordinance #2015- ),

Recommendations • The PLDRB requested that staff draft an amendment, that in effect, excluded a segment of Old Kings Road N. and Palm Coast Parkway from the list of Specially Designated Arterial or Collector Road requirements subject to Type B buffer requirements (35’). This proposed amendment is in response to the PLDRB’s September 16th request. • As directed by City Council, staff is currently drafting a comprehensive set of amendments to Chapter 11, the landscape chapter, of the LDC. As part of this work, staff is coordinating with stakeholders and technical staff on a package of amendments to the Chapter 11 of the ULDC.
