    6. 4/21/04 Development, Modernization and Enhancement (DM&E) Development, Modernization and Enhancement (DM&E) Federal agencies through their IT Capital Planning process and business case submissions to OMB have identified resources that aggregate to a total of $10 billion for development, modernization and enhancement for all LOBs. Of this amount, $1 billion was for FM, HR and Grants.   The LOB effort provides opportunities for agencies to work collaboratively to implement shared solutions through a common target enterprise architecture in FY 06. The grant community, includes state, local and tribal governments, academia and research institutions, and not-for-profits. Grants account for nearly 20% of all federal expenditures.
