This document provides insights into the financial model for the association of networks, with a focus on the POL34 consortium. It discusses the historical background, structure, financial aspects, and future developments of the network. The document also explores the present topology, backbone cost sharing, decision-making processes, and funding sources.

  1. Financial model for association of networks - reflections from POL34 consortium NATO Advanced Networking Workshop Academic and Research Networking in Ukraine: Present State and Future Developments Piotr Sąsiedzki POL-34 Silesian University of Technology Computer Centre NREN in Ukraine: Present State and Future Developments

  2. Short brief of POL-34 history Structure Financial part (who pays for it, how) PIONIER programme network infrastructure part – new model Agenda NREN in Ukraine: Present State and Future Developments

  3. POL-34 – Historical background • till 1993 – only NASK as academic provider • 1993 - MANs created • NASK as backbone provider • using incumbent services • NASK runs WARMAN (WARsaw MAN) • MANs own their networks !!!! • 1997 - POL-34 created • backbone based on competitive bandwidth provider • 1999/2000 – PIONIER programme NREN in Ukraine: Present State and Future Developments

  4. Present Topology POL-622? NREN in Ukraine: Present State and Future Developments

  5. MANs are telecommunication operators own their network (within city/region) where possible use word „client” universities, academies, research institutions are clients clients sign contracts MANs charge for their services Structure -MANs NREN in Ukraine: Present State and Future Developments

  6. Agreement of 22 MAN/Supercomputing centres not a company Network management designated MAN (by contract) nodes owned and managed by MANs Structure – POL34 NREN in Ukraine: Present State and Future Developments

  7. in total network cost not per link charges based on subsidy (50%), bandwidth (50%) risk sharing common connection to GEANT common peering connections and policies Backbone cost sharing NREN in Ukraine: Present State and Future Developments

  8. Unified equipment (at the backbone layer) / common calls for tenders No direct way of funding additional activities within the network More facts NREN in Ukraine: Present State and Future Developments

  9. Decisions by agreement not by voting !!!! Is it a good model ? hard to meet hard too decide everything is public representation is not clear everyone has voice and vote Decision making it works !!!!!! NREN in Ukraine: Present State and Future Developments

  10. Who pays for it ? • State Committee for Scientific Research • 22 subsidies / 22 budgets – on yearly basis • total cost of present network: 10 mln EURO (est.) • MANs allowed to provide commercial services • to subsidise basic activity • without compromising „mission” services • MAN level / using infrastructure overcapacity • do not do it unless necessary/ officially approved NREN in Ukraine: Present State and Future Developments

  11. Who pays for it ? (2) • Example: Regional Silesian REN • KBN subsidy • edu users payments • com users payments • about a third each • Inter-MAN services: • 60% of income to end MANs • 40% to common budget NREN in Ukraine: Present State and Future Developments

  12. PIONIER – planned topology NREN in Ukraine: Present State and Future Developments

  13. community needs an advanced network demands are increasing EU cooperation providers cannot deliver not at required technological level not at reasonable prices PIONIER – why we are building it? NREN in Ukraine: Present State and Future Developments

  14. Previously (backbone, POL-34): capacity rented nodes owned by MANs Soon:all owned by community fibres (dark) transmission equipment nodes cost shared with com partners PIONIER – new model NREN in Ukraine: Present State and Future Developments

  15. dark fibres financed from KBN (SCfSR) subsidy owned by designated MAN available to MANs for regional connections (at the cost of ownership) cost shared with commercial partners obtained for the real cost not the commercial value PIONIER - ownership NREN in Ukraine: Present State and Future Developments

  16. transmission/regeneration equipment owned by operator (designated MAN) financed from KBN (SCfSR) subsidy nodes owned by local MAN !!!! financed from (SCfSR) subsidy PIONIER – ownership (2) NREN in Ukraine: Present State and Future Developments

  17. Questions? Piotr Sąsiedzki POL-34/155/622/10G Polish NREN piotr.sasiedzki@pol34.pl Thank you !!! NREN in Ukraine: Present State and Future Developments
