  1. Learner Support Service The Learner Support programme is made up of 9 programme strands, some of which are nationally administered, and some of which are allocated to Learning Providers to manage through local discretion. From 2008, the nationally administered strands (Education Maintenance Allowance, Adult Learning Grant, Care to Learn, 6th Form College Childcare, Dance and Drama Awards and the Residential Support Scheme) will be managed through a single helpline assessment and payment body (HAPB). The HAPB Learner Journey has three elements: application, assessment and payment.

  2. Learners can submit their information online or over the phone and find out which strands they are eligible for Application

  3. Look up further information on direct.gov.uk

  4. 2008: Online application for EMA / ALG Phone application for EMA / ALG Paper applications available for all strands

  5. If parent / guardian / carer wishes to use the online form a login will be sent via email to ensure completion of relevant sections - otherwise a pre-populated paper form will be sent for manual completion 2008: Online application for EMA / ALG Phone application for EMA / ALG Paper applications available for all strands

  6. 2009: Single application form for all strands that can be filled out online, over the phone or on paper

  7. Populated application form mailed to learner and parent / guardian / carer (where applicable) Learner attaches evidence Application sent to HAPB with evidence

  8. HAPB: > Login for ‘My Account’ facility given to learners > Forms checked and assessed for eligibility Application sent to HAPB with evidence Assessment If application rejected a letter of explanation is sent

  9. Notice of Entitlement (NOE) issued NOE taken to Learning Provider

  10. Learning Provider registers student 2008 > Register learners through online portal for EMA and ALG > Register learners through current methods for all other strands 2009 > Register learners through online portal for all strands

  11. Payment

  13. Learner attends Learning Provision Childcare Provider is paid childcare fees Learning Provider is paid tuition fees Learner is paid for living expenses HAPB pays Learning Provider Childcare DaDA Residential
