House Bill 874 – Solar legislation “Solar Power Free-Market Financing and Property Rights Act of 2014” Allows third party companies to lease panels to customers; But, the bill ties lease to energy output = possible violation of Territorial Act Could create de-facto utilities without regulatory obligations First time in history on solar legislation: Georgia EMC & Oglethorpe Power committed to work with bill sponsor in off-season to fix problems. Opposed bill as introduced. Same commitment from Georgia Power & MEAG Two hearings held in House Energy & Utilities committee; No vote taken. 2014 General Assembly: Energy Legislation Rep.
