Results from 2008 ECMPS Reporting • Successful practices of new ECMPS users: • Tested the Client Tool. • Kept track of production vs. CTP user names and passwords. • Used all resources provided before contacting technical support. • Worked with a vendor to resolve data issues. • Referred to “Tips for Requesting Technical Support” on ecmps.pqa.com before submitting a technical support request.

  22. Step 2: Coordinate your transition with your vendor, if applicable • Install XML-capable DAHS software. • Testing of the Client Tool should be performed in conjunction with your vendor.

  23. Step 3: Finish testing the Client Tool • To make the transition to ECMPS easier, EPA strongly encourages sources to test. • Register to test here: http://ecmps.pqa.com/register.shtml • Testing registration is available until January 2, 2009.

  24. Step 3: Finish testing the Client Tool • May 2008 – January 15, 2009 • You can test while using either ETS-FTP or ECMPS for official submissions. • Testing version of Client Tool is virtually identical to production version. • Changes to test data do not affect official data.

  26. Step 3: Finish testing the Client Tool If you have questions about testing, take the following steps: 1. Review Resources (see Resources handout). 2. Contact your vendor or consultant. 3. Contact Technical Support (see Resources handout).

  27. Step 4: Verify your data in CBS Review Unit IDs, program data, operating status, and date fields. These fields are not managed through ECMPS, but are used to evaluate data in the Client Tool. These data types are submitted either on paper forms or online through CBS. Some fields are not editable once entered, and can only be modified by EPA. Step 5: Add ECMPS Agents There are two types of ECMPS Agents: • Retrieve • Access to retrieve data from the EPA Host System (e.g., consultants, vendors). • Allowed to edit data in the Client Tool. • Not allowed to submit data changes. • Submit • Access to retrieve data from the EPA Host System. • Allowed to edit data in the Client Tool. • Access to submit data to the EPA Host System. 28

  29. Step 5: Add ECMPS Agents Retrieve Agents • Assigned by Primary or Alternate Representative. • Can only retrieve data associated with the Representative.

Step 5: Add ECMPS Agents Submit Agents • Authorized to act on behalf of a Primary or Alternate Representative. • The Primary Representative is legally responsible for actions taken by his/her Submit Agents or by the Submit Agents of the Alternate Representative. • Assigned on a unit level. • Primary and Alternate Representatives receive email confirmation when Agents submit data to the EPA Host System. 30

Step 5: Add ECMPS Agents • ETS-FTP agent assignments will not be automatically transferred to ECMPS. • Representatives can assign their ECMPS agents using CBS or the Agent Notice of Delegation paper form. • Assign agent status for each person who needs access to ECMPS. DO NOT SHARE USER NAMES AND PASSWORDS! 31

Step 5: Add ECMPS Agents • IMPORTANT: When a Representative is replaced, and he/she is no longer a Rep for any facilities, all ECMPS agent assignments are ended. • CAMD recommends that both the Primary and Alternate Reps assign the same agents to avoid problems if one or the other is replaced. 32

  33. Step 6: Install the production version of the Client Tool You cannot upgrade from a test version to a production version of the Client Tool. Check with your IT staff to make sure you have rights to install software on your computer. If you plan to have multiple users connect to a shared database, please contact PQA for assistance (ecmps-support@pqa.com). Minimum system requirements can be found in your folder and are listed on the PQA ECMPS website. 33

Step 7: Correct Your Monitoring Plan • All monitoring plan data reported since 1999will be migrated to ECMPS. • Before submitting any QA or emissions data, you must submit a corrected monitoring plan via ECMPS. • Your monitoring plan must be updated to meet new requirements and correct existing deficiencies. For example: • New requirements: probe components, stack shape • Existing deficiencies: non-contiguous, overlapping, and inconsistent dates 34

  35. Step 7: Correct Your Monitoring Plan If you have questions, take the following steps: 1. Review Resources (see Resources handout). 2. Contact your vendor or consultant. 3. Contact Technical Support (see Resources handout).

Resubmitting Data • 2008 • If you have transitioned to ECMPS: • Resubmit 2008 data via ECMPS • Resubmit prior emissions data via ETS-FTP • If you have not transitioned to ECMPS: • Resubmit all data via ETS-FTP • 2009 • All sources will be required to use ECMPS • Resubmit all data for all years via ECMPS
