At the budgetary level… • The program-budget of the IIN Regular Fund was restructured by means of a substantial increase of operational funds as from 2002, shifting from 19 to 35 percent of the total budget. • The internal budget allocation was improved for the purpose of achieving a more even strengthening of the various technical areas of the IIN.  • As a result of Cooperation Agreements between the IIN and several entities, annual counterpart funds currently exceed one million U.S. dollars. The Advisory Opinion • Statement of the IIN at the request of the Inter-American Court of Human Rights • It deals with the legal status and the Human Rights of children and adolescents • It sets a precedent in the Inter-American jurisprudence • The contributions of the IIN were fully adopted by the Court Progress Report by the Office of the Director General of the IIN

Report on Child Situation • The Report applies the paradigm based on the Structure of Opportunities • A model of risks and opportunities is proposed • Child poverty is addressed • The Child Vulnerability Index is introduced • The Index for At-risk Family Context is introduced as well Progress Report by the Office of the Director General of the IIN

National Reports to the Committee on the Rights of the Child • Together with Save the Children Sweden, the IIN prepared a diagnosis on ten reports from four countries • Observations: -data discrepancy (govt. and non govt. reports) - limited impact - in general, their structure does not allow for comparison - excess of juridical contents Progress Report by the Office of the Director General of the IIN

National Reports to the Committee on the Rights of the Child • A methodology is being developed for the Systematization of Reports, with the participation of governments and the civil society • This methodology is being partially tested in Colombia, Dominican Republic and Uruguay, and will eventually be tested in Paraguay • The U.N. Committee on the Rights of the Child and the NGOs Coordinating body, both based in Geneva, have been informed on the development of this process Progress Report by the Office of the Director General of the IIN
