8. The national entitlement
By 2013, every 14-19 year old will have an entitlement to access any of the 14 lines of learning at a level that is appropriate to their abilities.

10. The Gateway for 2008 Only partnerships that demonstrate they have the capacity to deliver Specialised Diplomas will be allowed to offer courses in 2008
To be allowed to offer SDs, partnerships were required to submit proposals in December
Reading submitted proposals to deliver each of the five diploma lines
We will know whether or not we have been successful around the end of March
However by 2013 all partnerships must provide access to all diplomas
