  21. National Study There are a total of 5,176 JWOD workers with disabilities in all custodial projects. The 195 projects surveyed employ 3,571workers with disabilities. The systematic sampling method for selecting workers to participate in the study would have resulted in their selecting277 workers. In all, 127 JWOD custodial Projects in 70 community rehabilitation programs (CRPs) participated in the study and returned 206 of those expected, for a response rate of 74%. An additional 81 surveys were received by projects that selected more than one out of every fifteen workers; they typically exceeded the expected number of surveys by one or two.
