Organisational Set-Up of Urban Audit: Role of DG.REGIO and Eurostat

  3. Chapter 1 The role of the Commission

  4. DG REGIO • DG REGIO is the main user of comparable statistics • Used for policy purposes, among other Structural Funding • Until now, DG REGIO funded all the grants and contracts for the Urban Audit • Since this year co-financing with Eurostat

  5. Eurostat • Eurostat is the organiser of the data collection • It is also the expert in statistical questions (methodology) • End of 2004 Eurostat included the Urban Audit as part of its “core business” • Since then Eurostat co-finances the grants and contracts in connection with the Urban Audit

  6. Chapter 2 Data collection

The European level • Similar to regional statistics, Eurostat cannot keep contact with all data producers • it is complex enough to keep contact with 25 Member States plus several candidate countries • Therefore for regional statistics the RESCO (Regional Statistics Coordination Officer) was created • Likewise for the Urban Audit the NUAC (National Urban Audit Coordinator) was created

How we organise the data collection • Eurostat tries to deal only with the national contact point (RESCO or NUAC) • All data, collected from various sources, first flows into the national contact point • She or he then does a first quality check and transmits the data to Eurostat • The same applies for methodological questions

The National Urban Audit coordinator • ..receives the data from the cities or other sources (central database, regional statistical offices) • ..checks the data quality, in particular the comparability of data • ..sends the data to Eurostat in an agreed format • ..gives methodological advice to data collectors • ..discusses with Eurostat the meaningfulness of variables and indicators • ..discusses with Eurostat methodological issues

  17. The city statisticians • ..collect part of the Urban Audit data • ..take care that their data is comparable with the data of other cities • ..transmit the data to the NUAC in a standardised format • ..discusses methodological issues with the NUAC

  18. Final remark • The organisational set-up is necessarily quite complex, due to the nature of the data sources • It only works thanks to the good will of all participants and the dedication to our goal: • Provide users with meaningful statistics about the quality of life in cities
