The Connecting Europe Facility (transport sector) Regulation (EU) 1316/2013 Budget: €24.02bn • Including €11.3 bn transferred from the Cohesion Fund Grants Priorities: • TEN-T Corridors and core network: • cross-border, missing links, bottlenecks • pre-identified projects • Horizontal priorities: • interoperability, innovation, ERTMS… • Sustainable modes of transport • Innovative financial instruments (10% of total budget)

The CEF "Cohesion envelope" • €11.3 bn transferred from the Cohesion Fund to the CEF • Exclusively for transport projects in Member States eligible for the Cohesion Fund on the core network • Binding national allocations between 2014 – 2016 (exclusively grants) • CF co-funding rates (up to 85%) • Technical assistance for capacity building • Programme Support Actions (i.a. JASPERS)

CEF "Cohesion envelope" vs Cohesion Fund Centralised (vs shared) management Focus on TEN-T core network (vs all TEN-T core and comprehensive, urban and regional mobility) Focus on cross-border projects Limited road eligibility (only cross-border & max 10% of total envelope) Complementarity: common project pipeline with ESIF Expiry of national allocations at midterm financial period No separate technical assistance budget

  8. 2015 CEF Multi-annual Work Programme (1) Calls for Proposals: Nov 2015 – Feb 2016 • € 7.5 billion (total budget) • € 6.5 billion for Cohesion Member States Focus (alignment with Juncker priorities): • Core Network Corridors (Jobs, growth and investment) • Traffic management systems (Digital single market) • Innovation and new technologies (Energy Union and climate) • rail projects continuing priority

  11. CEF 2016 call under Cohesion envelopeThe Commission reserves the possibility to launch a call in 2016 in case the total Cohesion envelope has not been fully used under the 2015 call

Technical assistance under the CEF "cohesion envelope" Art. 11(3) of CEF Regulation • Strengthening administrative capacity in relation to project preparation and implementation 2014 CEF MAP • Technical assistance services for the development and implementation of projects implementing the TEN-T core network in the MS eligible to the Cohesion Fund • Direct grants and/or • Via JASPERS • Technical assistance to improve capacity building for Railway Infrastructure Managers eligible to the Cohesion envelope

JASPERS for CEF (1) • Advisory services (only) • Technical assistance for project development and implementation  sufficient quality, maturity and EU added-value • Projects on the TEN-T core network eligible/financed under the CEF "cohesion envelope" • Aim: help MS fully absorb national allocations (successful selection but also implementation phase) • Specificities: • Only for countries that specifically request JASPERS assistance • Financing from the national allocations  authorisation of MS concerned of the maximum amount to be used for JASPERS services

  14. JASPERS for CEF (2) • Framework Partnership Agreement • 7 years (till 2020); w. DG REGIO • Specific Grant Agreement: • 1 July 2015 – 30 June 2017 • 7 MS: BG, HR, EL, HU, RO, SK, SI • Implementation • MOVE continuous cooperation with JASPERS and REGIO to ensure effective complementarity
