    2. 2 Aims and objectives: Provide a brief overview of Learning for Living and Work Framework and how it is used to achieve positive outcomes for young people with LDD in the areas in which they live Outline the processes and stages involved in successful brokerage in Hertfordshire Highlight examples of creative multi agency collaboration to ensure that young people are supported to achieve their aspirations for living and work Ensure you make it clear there will be a car park sheet throughout the day for people to park any issues- anything we need to come back to at the end of the day. Acknowledge there is some anxiety around the work and also that it may be a challenge. We recognise that you have systems in place and we want to build on these and collect information in a consistent fashion so that consistent funding decisions can be made to ensure a young person accesses appropriate provision to meet their needs This is the opportunity – to really make a difference to people’s lives- give choice and control to the learner. As the day goes on you will see the how this links with Individual Budgets and the national agenda of personalisation – getting a life and how multi agency working is essential to this.     3. 3 Background to Implementation of the Learning for Living and Work Strategy in Hertfordshire East of England LSC ‘Improving Choice’ Pathfinder involving a range of organisations ‘Assessment Pack’ trialled from November 2005- November 2006 To improve the choice, accessibility and quality of provision for learners with complex learning difficulties and/or disabilities To develop local post-16 provision for young people with learning difficulties and/or disabilities whose only alternative if they wished to continue in education would be to attend a specialist, residential college To establish an innovative process and a new and creative way of partnership working.     4. 4 What is the LfLW Framework? ‘A tool to wrap around the ideology and principles of Valuing People Now, Getting a Life, Putting People First, Improving Life Chances of Disabled People and to improve opportunities for learning, living and work’ Clarifying this is part of the governments agenda, and it is about improving peoples’ whole lives.     5. 5 The Framework Supports the Learning for Living and Work Strategy A planning framework based on person centred approaches Collates existing information about the young person Scope to record holistic packages Reflects young person’s, parents and carers’ views 5 parts plus referral information One comprehensive form constituting the S139A Guidance notes based around the form Section 140 of the Learning and Skills Act 2000 is a duty discharged by the Secretary of State initially to Connexions, but now to the Local Authority.– it is an assessment of young person's support needs and the provision required to meet them.
