BALOCH-PAKISTAN RELATION-1947-48 • 3RD JUN 1947 Indian Independence Act • August 12, 1947, the establishment of Independent Balochistan (Kalat) was announced. • In accordance with an Agreement signed on 4th August, 1947 and announced on 11th August 1947. Both the Houses rejected the merger in their meetings held on December 14, 1947 and January 4, 1948 respectively. • Lower House again’ rejected the idea in its meeting held on February 25, 1948. • March 17, 1948, integral parts of Ka1atunlawfully annexed in to Pakistan (Kharan, Makran and Lasbella) • March 27, 1948, the annexation of Kalat State with Pakistan by the Khan of Kalat. • This was in clear violationof the constitution of Kalat and the decisions of Baloch Parliament.

Natural Gas Baloch Deprivation • Gas Discovery from Sui in 1952. • Balochistan Produce 58% Gas (2000). Well Head Price Balochistan Sindh/Punjab 23 Rs/1000 cft 110/1000 cft 150/1000 cft 190/1000 cft • Royalty 12.5 % on well head price. • 38 % Energy share comes from Balochistan.

Natural Gas Baloch Deprivation • First time 1986 Quetta received Gas. • 80% of Balochistan is still deprived. • 1973 Constitution Article 158” • Liabilities on Federal Government 20 billion $.
Representation in Armed Forces • Refused to accommodate 60% Bengali population in Armed Forces. • 1956 Constitution no provision was made regarding equal representation in AF. • On 8th October 1957, 45 Baloch electors demanded for equal representation in AF when they met Sikandar Mirza in Karachi. • In 1960 and 70 National Awami Party raise the question of provincial autonomy and representation in AF.
NAP succeed to include article 39 in 1973 constitution. • State of Pakistan shall enable all people of Pakistan to participate in Armed Forces. • No ISSB till 1999 for Balochistan. • Balochistan shares 90% coast line but no representation in Pakistan Navy. • Q&A Senate

According to 1972 census: • Punjab shares 50% (1,70 000). • Presently Punjab holds 257,519 jobs. • Punjab holds 70,000 job forcefully/illegally. • Balochistan Shares 3.5% 1993 278,930 Total no: employees(F.A.S.A Organization)

Recommendations • A new social contract. • A true federal structure. • Division of authority between the federal and its units (Federation 3 subjects). • Federal legislative list should be revised. • Concurrent list should be abolished. • Senate should have equal power with the NA.
The institution dealing with common interests, such as the CCI, NFC, NEC the planning commission should be remodeled. • Re-demarcation of provincial Boundaries. • Stopping the involvement of military in Governing affairs.
