TFP – How does it work ? • TFP supports trading by providing: • Guarantees that cover risks arising from trade finance and factoring transactions; • Cash advances/financing to issuing banks for trade finance and Factoring purposes; • Donor funded trade finance training and advisory services to issuing banks and factoring companies 13 March, 2019

EBRD TFP e-Learning: Introduction to International Factoring • Introduction to International Factoring(IIF) is a comprehensive course designed for new starters in the fields of international factoring and invoice finance • Study Areas: Invoice Finance, Assessment of clients and take-on process, client management and International Factoring • Methodology: Online training available on a designated web portal and accessible conveniently any time of the day/year • Language: The course will be available in English, Chinese, Russian, Spanish and French

Introducing KYC and AML Utilities • The EBRD has started to engage with SWIFT and Accuity in encouraging EBRD partner banks to establish Know Your Customer, “KYC”, profiles on the online database provided by these two institutions. • Joint training courses will be launched with SWIFT and Accuity to help EBRD partner banks create strong profiles on KYC and AML Utilities and implement good-practice global standard compliance operations.

EBRD available on SWIFT KYC Registry • The EBRD joined SWIFT’s KYC Registry in 2017 • The EBRD’s KYC information is available to all issuing and confirming banks (via the usual request process) • From the TFP’s issuing banks: 91 issuing banks from 27 countries have already joined The KYC Registry

  18. EBRD compliance training for trade finance • E-learning : Since 2010 EBRD offers wide range of Trade Finance • E-learning programmes to partner banks. EBRD compliance training for trade finance • EBRD and International Compliance Association to offer scholarships on Compliance Certification Courses (at EUR 695 per course): • ICA Certificate in Correspondent Banking (CB) • ICA Certificate in Financial Crime Prevention (FCP) • ICA Certificate in Know Your Customer & Customer Due Diligence (KYC/CDD) • ICA Professional Certificate in Trade Based Money Laundering (TBML) • Target Audience: • Trade finance operations staff • Trade finance relationship managers • Trade finance risk managers • Bank audit and compliance staff • Bank management • Lawyers working in compliance • Further, the EBRD will provide access to comprehensive CPD, news and information and global compliance community through professional membership of the ICA • Offered in: Greece, Georgia, Egypt and Armenia (KYC/CDD and TBML);Belarus, Ukraine, Uzbekistan, Jordan (CB and FCP) 13 March, 2019 22

EBRD compliance training for trade finance • Comprehensive two day training workshop • Workshop will be launched for all partner banks active in trade finance and respective regulators. • The workshop will over the new Wolfsberg Due Diligence Questionnaire (DDQ) Handbook / Manual for Correspondent Banks EBRD plans to work with the Bankers Association for Finance & Trade (BAFT) and ICC to develop handbook/manual for correspondent banks to improve quality of the WolfsbergDDQ in EBRD’s Countries of operation. 13 March, 2019 27

Upcoming Workshops in 2019 To clarify regulatory expectations Jointly organised with National Bank of Ukraine Introducing KYC and AML Utilities SWIFT and Accuity, the two leading KYC and AML utility providers, will introduce their on-line IT platforms through a joint trainings provided with the EBRD to help EBRD partner banks create strong profiles on KYC and AML Utilities and implement good-practice global standard compliance operations. WolfsbergDue Diligence Questionnaire Comprehensive two day training workshop to improve the understanding of the questionnaire and provide adequate answers to the correspondent banks. Factoring Training workshop to develop and strengthen organisational capacities in factoring and supply chain finance, and improve know-how to enhance transition impact of trade finance and factoring operations. Joint training with International Compliance Association (ICA) The EBRD and ICA have joined forces to develop enhanced training on compliance and will be launching two trainings: 1 ) Financial Crime Prevention and 2) Correspondent Banking.

  26. Customised Advisory Services • EBRD will offer individual correspondent banking advisory services to its partner banks as part of the Compliance Advisory Services Framework. • The goal of the programme is to help partner banks to optimise and standardize KYC required documents and enhance their correspondent banking relationships with EBRD TFP networking platform of over 800 Confirming Banks. • The EBRD will help to design and implement new improved compliance functions and processes in accordance with the international standards such as ISO 19600. 13 March, 2019 29

Compliance Capacity Building FrameworkData collection and analysis • EBRD, Centre for European Economic Research and University of Mannheim are conducting a join research on animpact and scale of deterioration of correspondent banking relationship in EBRD countries of operation, reasons behind it and possible mitigating actions • The findings of the research will allow the EBRD’s Trade Facilitation Programme to further shape new Compliance Framework designed to help EBRD partner banks with de-risking • All EBRD partner banks are invited to contribute to the research by completing a 10 minute online survey (link will be provided by email)
