  3. Needs for Transfer of Vietnamese-Earned College Credits • Strong demand for high-quality American college education • Very high cost of American education • Transfer of Vietnamese-earned credits as cost reduction measure

  4. Dissimilar Educational Systems as Main Difficulty in Transfer of Credits

American Rules on Transfer of Credits Criteria for Vietnamese-Earned Transferrable Credits • MOET-approved degree-granting Vietnamese university • Equivalency/comparability in nature, content and learning experience • Appropriateness and applicability of learning experience The language of instruction could be Vietnamese for some subjects.

  6. Type of cooperation agreements • General MOU – a handshake agreement – not applicable for transfer of credits • Articulation agreement leading to transfer of credits and award of degrees-- detailing curricular content and roles/responsibilities, close scrutiny from American accreditation bodies • Academic Curricular Consulting Agreement to develop equivalent/readily transferrable courses -- less scrutiny from American accreditation bodies. • Joint Statement for institutions to agree of transfer of credits from similar programs -- much less scrutiny from American accreditation bodies.

  7. Academic Agreement Examples • Articulation agreements – Troy programs, Northcentral programs, UH-VNU (IE), UMSL—UEF (courses taught in Vietnamese are transferrable), etc. • Academic Curricular Consulting Agreement – UHCL-VNU (CIE), UHCL-UEH • Joint Statement – UH-VNU (CIE), UHV-UEF
