  2. USCG International Port Security Program Overview • The IPS Program’s focus is to: • Engage in bilateral and multilateral security discussions with trading nations • Exchange best practices • Visited more than 1000 ports/facilities in over 150 countries

  3. Legal Regime • U.S. Coast Guard view is that the ISPS Code is a minimum security standard. • Good Baseline. But the ISPS Code by itself has limitations. For example: • It does not provide a layered security regime • No guidelines on a government’s responsibilities to augment individual ship & port facility security plans • No enforcement provisions • Country must generate the legal requirements to implement • Proposed IMO Guidelines on Maritime Security Legislation

U.S. Requirements for Cruise Ship Terminals • Screen all persons, baggage, and personal effects • Check the identification of all persons • Designate holding, waiting, or embarkation areas to segregate screened persons from unscreened persons • Provide additional security personnel to designated holding, waiting, or embarkation areas • Deny passenger access to restricted areas unless supervised by facility security personnel.
