JAR is an inspection of services for CYP Whole of CYPSP – not just GCC Judges the outcomes for CYP and extent to which local services work together JAR is an extension of the Annual Performance Assessment (APA) Linked Enhanced Youth Service inspection and Youth Offending Service inspection Integral to CPA inspections of Gloucestershire County Council – on site together in September and October 2007 WHAT IS THE JAR?

APA is based on review of CYPP, across all agencies –submitted 14th June Analysis stage, on-site, to look at APA, documentation and case files Two week on-site fieldwork, including interviews with officers, members, CYP and their carers No neighbourhood study – but inspectors “right to roam” THE PROCESS

  19. Components Case file reading (analysis stage) Questionnaires completed by lead professionals and associated professionals from different agencies Interviewing lead professionals and key staff from other agencies Meet and talk to CYP and their parents/carers CASETRACKING

Process Local authority to provide list of 100 cases drawn from Looked After Children, CYP on the Child Protection Register and CYP with Learning Difficulties and/or disabilities Will look at involvement from health, VCS and independent sector The lead inspector will pick 10 cases to be tracked CASETRACKING

  22. APA Self Assessment Be Healthy Strengths • Reduction in waiting times for CAMHS • Reduction in teenage pregnancy rates - Reduction from 41.6 in 1998 to 27.2 in 2005 - Average rate in England in 2005 was 41.1 • Weaknesses • Need to refocus specialist services

APA Self Assessment Stay Safe • Strengths • Reduced waiting times for assessment by the CYPwD service • Reduction in the proportion of re-registrations on the Child Protection Register 2006/07 – 15.1%; 2005/06 – 15.5%; 2004/05 – 16.8% Weaknesses • Domestic Abuse – now a priority in the business plan 07/08

  24. APA Self Assessment Enjoy and Achieve • Strengths • Attainment of LAC at KS1 to KS3 • Good quality early years provision • Weaknesses • Narrowing the gap for vulnerable children

  25. APA Self Assessment Make a Positive Contribution • Strengths • Reductionof first time entrants to Youth Justice system • Reduction in offending of CYP 8-13 through YIST • Weaknesses • Poor, but improving, re-offending rates

APA Self Assessment Achieve Economic Wellbeing • Strengths • Numbers of young people in Education, Employment or Training (EET) NEETS - 5.4% at March 2006 reducing to 4.6% at March 2007. • Young people from BME groups, those with LDD – positive comparative data • Weaknesses • Transition plans to focus on improving outcomes for CYPwD age 14+ - need better baseline info

  27. APA Self Assessment Service Management • Strengths • Well established CYPSP • Clear performance management arrangements Weaknesses • Not all partners feel involved in CYPSP decision-making
