  2. Gaining Access • STARS is accessed via the mainframe internet Access Portal (MIAP). MIAP provides a page with links for the terminal and printer sessions that must be selected to start up the desired STARS sessions. • The STARS MIAP supplemental guide provides information and instructions for gaining access to STARS via MIAP. It is available at https://mzd.disa.mil/stars/sel • Register for access using STARS and ONE PAY request worksheet

  3. Logging On Once registered, you’ll click login from the MIAP main screen

  4. Logging On Select MECH MODEL2

  5. Logging On TYPE: MZC and Hit enter

  6. Logging On Enter your User id And password

  9. STARS Once you’ve logged into Stars, you’ll arrive at the main page that looks like this. The M for “funds insufficient” has been selected and the contract number was added. Once those two parameters are entered, you will get your over-all results. You can also use a specific invoice number when you do your query.

  10. STARS Using just the contract number and identifier, you will bring up all invoices which match the criteria. From this screen, you can still go a layer deeper by selecting the invoice number you are looking for.

  12. STARS #6, enter provides you with your LOA

  13. STARS Q is the cash management queue and holds payment information

  14. STARS You can cross reference your invoice amount and scheduled payment date with your invoice.
