  1. COMPACFLT N4 OIF Lessons Learned & Fleet Quick Hits RDML Michael S. Roesner

  2. Quick Hits Lessons Learned OIF Lessons Learned Fleet Quick Hits • ASDOF • Expediting • Bandwidth / ADP Vision • Transportation / Material Pipeline Ownership • Time Phased Force Deployment Data (TPFDD) • Full Spectrum Logistics Support • Numbers Matter • FRP Surge / Remote Sustainment

  3. Quick Hits Lessons Learned ASDOF • ASDOF initiatives alive and well… • PAPA • Postal • Navy Cash • Recent initiatives include Cleaning Consolidation and Medical Prime Vendor. • Need to increase attention on Supply OPS. Need to Refocus on ASDOF!

  4. Quick Hits Lessons Learned Expediting • Fragmented Ownership • Functionally – few steps in process. • Operationally – Pass through various support, transportation and Tycoms/Fleets. • Ground Truth • Too many fingers in the pie, at time’s hard to tell what the answer is. • Need Single Umbrella across Functional/Operational Boundaries. Desired End State…Streamlined process, manned appropriately, TYCOM controlled

  5. Quick Hits Lessons Learned Bandwidth/ADP • Ensure LOG bandwidth requirements have adequate prioritization and representation. • Factor available bandwidth into effective capability and labor savings of newsystems. • ADP Way Ahead • Proceed with ENTCSS implementation with ERP as the ultimate desired end state. • ENTCSS will eliminate afloat legacy systems. Need Sponsorship for Bandwidth

  6. Quick Hits Lessons Learned Thur 13Mar Fri 14Mar Sat 15Mar Sun 16Mar Mon 17Mar Tues 18Mar Wed 19Mar Thur 20Mar Fri 21Mar Sat 22Mar Sun 23Mar Mon 24Mar Tue 25Mar Wed 26Mar Thur 27Mar TARAWA Met 72 hour goal, but missed CLF load date! 14 Days BAH to Ship 72 hour time period Pallets OH: 60 13th MAR Pallets OH: 60 Fm 13th Pallets Fm 13th Shipped Pallets Fm 13th Arrived “on time” Pallets Waiting Next CLF Pallets Waiting Next CLF Pallets Waiting Next CLF Pallets Waiting Next CLF Pallets Finally Got on CLF CLF Load Dates Right stuff, in the right place, at the wrong time. CLF Delivery Dates Missed Opportunity Pallets FM 13th Arrive LINCOLN Met 72 hour goal and was early for load date! 9 Days BAH to Ship 72 hour time period Pallets OH: 60 13th MAR Pallets OH: 60 Fm 13th Pallets Fm 13th Shipped Pallets Fm 13th Arrived Early Pallets Early for Next CLF Pallets Early for Next CLF Pallets Loaded On CLF Pallets Waiting Next CLF Pallets Finally Got on CLF CLF Load Date CLF Delivery Date Pallets FM 13th Arrive Transportation • Transportation Chain Integration • Synchronize Airlift with CLF Align Metric to CLF Load Dates!

  7. Quick Hits Lessons Learned Material Pipeline Ownership Depot Overhaul Storage MPC ATAC Ship Supply/Maintenance The only piece of the repair cycle that is Fleet controlled!

  8. Quick Hits Lessons Learned TPFDD FLOW • OIF TPFDD force flow was not executed as planned. • Long lead time to deploy forces provided components best sourcing opportunity. • Future conflicts may not provide us with the luxury of time to deploy forces as we experienced during OIF. • Access to Battle Space not Guaranteed.

  9. Quick Hits Lessons Learned Full Spectrum Logistics Support • Full Spectrum Logistics Support should be applied in future conflicts/non-traditional areas….establish “off the shelf” Log Plans. • Planning cell inclusive of DLA, NAVSUP, FLEETS and TYCOMS to provide: • Mobile NOACTs • ATACs • MPCs • Establish Inventories w/out footprint…HULL Prime Vendor • CNAP’s aviation logistics support strategy for OIF was an overwhelming success!

  10. Quick Hits Lessons Learned F/A-18C/D APG 65/73 Radar AVDLR Range & Depth Numbers Matter • Mission Area Synergies from multiple ARG/CVBG. • Fully develop/exploit this technology to enable rapid logistics reconfiguration of future CSG’s/ESG’s. Source of Data: NALCOMIS

  11. Quick Hits Lessons Learned FRP Surge/Remote Sustainment • DLA Partnership • Guam … DDC signed Letter of Intent to assume physical distribution / MPC operations in CY-04. • Sigonella positioning being enhanced. • Singapore … looking for DSCP to stand up HULL Prime Vendor, eliminate footprint • Looking for future opportunities • NAVSUP • Traditional Support in Non-Traditional Areas to include LSC, ATAC, NOACT etc. • Guam • Mobile Capability…Potential to team with ELSF • Other Blue/Green Opportunities • Sigonella • Singapore

  12. Quick Hits Lessons Learned FRP Surge/Remote Sustainment GET READY…STAY READY

  13. Quick Hits Lessons Learned FRP Surge/Remote Sustainment • Stock Positioning • Need to make sure material is positioned properly to enhance readiness and is maintained during IDTC. During both surge (IDRC) and sustainment operations. • Don’t Apply Lesson Learned to Yesterday’s Conflict…Apply them to our Future Vision.
