  2. Context • 1,050,000 students K-12 • ~ 80,000 per grade • 293 school “corporations” • 49 public charter schools • Elected State Superintendent • Chairs a 11 member Gov.-appointed board • $41 million for assessment/remediation • $ can only go to vendor or schools

Indiana’s Assessment History • ISTEP began in 1987 part of the A+ program • 1992 New legislation (IPASS) • 1996 1st Administration of ISTEP+ (Transition to Fall) • 2000 1st Grad Class required to meet GQE standard (1997 Grade 10) • 2002 “New Standards” tested 3, 6, & 8 • 2003 Science for Grade 5, • 2003 Trial ISTEP+ for 4, 5, 7, & 9 • 2004 “New Standards” tested on GQE • 2005 Science for Grade 7 • 2008 Implement Assessment System (Transition to Spring)

  7. “Applied Skills” • Since 1996 40% of “points” have come from Applied Skills (open ended/performance) items • State Law Requires ($$$) • Release of all AS items, Rubrics and Scoring Guides • Return a copy of AS students work (26 M impressions) • Rescore of AS at parent/school request • Basic format is consistent for all content areas and our end of course tests

  8. Online • All ECAs are offered online or paper • School X Course decision • All students in English 11 will take the same format • 170,000 online (65%) • 90,000 paper • New 3-8 contract calls for 20% online MC at all grades • CAPACITY?
