About The Management Requirements For Good HOAs Wherever people live in a close-knit community, such as, say, one of the gated communities we see all over the world these days, there needs to be proper control for the benefit of all. It does not even have to be a gated community; it can be in any setup where owners or their tenants share the same communal spaces and arrangements that affect everybody. There are thousands of these communities in every developed country, be that the UK, communities in Europe, Canada, the US – in all states right from California to Florida and Tennessee – and elsewhere. It is a more recent concept that has, in certain ways, started to replace the needs and requirements of older generations when there was more space everywhere, cities were less built up and crime was not the problem it is today. Members are responsible for regular contributions to the HOA, such contributions to be established and adjusted from time to time in accordance with, say, the size of your property. These contributions form part of a fund out of which services to the local authorities, for example, are paid regularly, or towards general maintenance of sidewalks, garden spaces that are accessible to all, communal swimming pools and sports facilities, salaries of cleaners and maintenance personnel, and any other incidentals that the HOA is responsible for. This means that meetings by members of the board or governing body must be scheduled regularly, and notes must be taken at such meetings and made available to all other members of the HOA. It should be clear that the administration of such processes takes some thinking, planning to execute and keeping track of how finances are used. These are not the only responsibilities. Whenever people live in close proximity to one another, issues such as noise and loud music, littering in communal areas, and several other issues become important. Rules must be put in place and sanctions decided upon whenever members, their families, friends or visitors transgress. The HOA, and specifically the committee or board, is responsible to enforce these rules and ensure members behave in accordance with what is socially, ethically and lawfully acceptable –for everybody’s benefit and good neighborly existence. Administering this process can quickly become an issue for most MOAs since they do not have the manpower to manage these processes, the knowledge and experience, or the necessary resources
to ensure that the HOA’s affairs are always in order. Therefore they appoint an HOA community management service or company to administer these processes on their behalf.
