  3. Naval Military Personnel Manual Overview • The Naval Military Personnel Manual is commonly called the MILPERSMAN. This manual is maintained by the Bureau of Naval Personnel (BUPERS) in Millington. • The manual’s designation is NAVPERS 15560D. • The MILPERSMAN can be found at www.npc.navy.mil under the Reference Library and Military Personnel Manual.

  4. Naval Military Personnel Manual Overview (Cont’d) • The MILPERSMAN contains articles that govern the daily operation of service members (Officer and Enlisted) and their careers. Provides the basic guidance for maintaining your career progression and documentation.

  8. MILPERSMAN Sections There are five sections to the MILPERSMAN, they include: • 1000-1999 Military Personnel • 4000-4999 Logistics • 5000-5999 General Administration Management • 6000-6999 Medicine and Dentistry • 7000-7999 Financial Management

  9. 1000-1999 Military Personnel • Under the Military Personnel section, there are many articles from Leave and Liberty to Enlisted Assignment and Distribution. • The Military Personnel section of the MILPERSMAN contains the bulk of the manual. The other four sections only provide reference points to other OPNAV Instructions with a brief description.

  10. Leave and Liberty • The Leave and Liberty section contains guidance on the accrual, use and maintenance of the Leave and Liberty system. This section provides general guidance and approval processes for Leave and Liberty, to include what information is required for special situations.

  11. Leave and Liberty (Cont’d) • Chargeable Leave includes: • Annual Leave • Emergency Leave • Advance Leave • Non-chargeable Leave includes: • Convalescent Leave • Graduation Leave • Liberty can be 0 – 96 Hours and is not chargeable as leave.

  12. Personnel Records • The Personnel Records section contains guidance for the maintenance and safekeeping of Personnel Records for Officers and Enlisted to include the Electronic Service Record and Field Service Record.

  13. Field Service Record There are two distinct sides of the Field Service Record. • The left side contains your enlistment forms, security clearances, orders, and medical screening forms. Additionally, below the Career Performance Data Separator, previous 1070/604 (Page 4s), 1070/605 (Page 5s), evaluations, and awards. • The right side contains all of your current enlistment information.

Assignment and Distribution • The Assignment and Distribution section contains information regarding special programs, types of duty, orders, and screening processes for both Officer and Enlisted. This section provides guidance for the command, the detailers, and you to determine the best duty assignment for career development and progression.
