  3. Swachh Guntur…. Objectives of SBM: • Government of India changed “NirmalBharatAbhiyan” by a new programme called “SwachhBharat Mission (Gramin)”. • GoI set a target for achieving all GPs Swachh Status by 2019 coinciding with 2nd October 2019; 150th Birth Anniversary of Mahatma Gandhiji. • To provide toilets, separately for Boys and Girls in all schools by 15.8.2015; • To provide toilets to all Anganwadi Centers. • Villages to be kept clean with Solid and Liquid Waste Management. • Creation of enhanced demand, convergent action through various agencies and stakeholders with triggering through enhanced IEC, Inter Personal Communication (IPC)

Swachha Guntur Guntur District Status in Coverage of IHHLs : Total Mandals - 57 Total Municipalities - 12+1 Total Panchayats - 1011 Total Households - 10,77,303 Total Rural Households - 7,26,972 HHs having IHHLs (Rural) - 4,06,156 (55.84%) HHs not having IHHLs (Rural) - 3,20,816 (44.16%) Sanctioned under Phase-I of NBA - 1,25,200

  5. Swachh Guntur Observing slow progress in Phase-I NBA District Collector has initiated a drive on Construction of IHHLs in a mission mode with a task to complete 1,25,000 in 45 days (15th August 2014 to 30th September 2014).

Critical gaps identified for slow progress Swachh Guntur • Lack of awareness on sanitation. • Insufficient funding i.e., Rs.10,000/- • 3/4 model of IHHL which is not acceptable to the family. • Difficulty in procuring critical inputs. • Cumbersome procedure for sanctions and release of payments. • Lack of convergence of all connected Departments.

Salient features of campaign mode approach Swachh Guntur • 4/6 Model (cater dual needs). • Facilitation in supply of Critical inputs like Sand, Cement, Cement Rings and Cement Bricks to reduce the cost of construction. • Convergence of Government officials, Public representatives and community. • Mobilization of seed money from NGOs, NRIs, Philanthropist and Industrialists to assist financially. • Ensuring community participation specially Self Help Group (SHG) to make supply driven programme. • Regular reviews with field functionaries at District, Constituency and Mandal Level.

Village Level Team

Swachh Guntur Supply of Critical inputs and Seed Money • Supplying of Sand at reasonable price. • Supply of Cement at affordable price. • Keeping Rs.1 lakh with each MPDO for meeting of gaps in supply of critical inputs. • Sanctioning of Rs.1 lakh to each Mandal Samaikya through DRDA, to provide Rs.2,000/- to SC,ST, SHG women as an advance to construct IHHL.

Swachh Guntur • Supply of moulds to VOs for manufacturing of cement rings. • 80 moulds are supplied to Village Organizations in 15 mandals (Vatticherukuru, Thulluru, Amaravathi, Medikonduru, Phirangipuram, Prathipadu, Chebrolu, Bellamkonda, Nuzendla, etc., • Per day 6 rings can be manufacture with a mould. With this intervention VO can supply a ring @ Rs.230/- Construction of Cement Rings at TadikondaMandal under supervison of Self Help Group (SHG)

Swachh Guntur • NGOs like AMG, ASSIST, SERVICE have come forward to assist Poor People financially to meet seed money. • NRIs, Industrialists and Philanthropists has shown interest in contributing money to speedup the programme (Rs.55 Lakhs donations received sofar). • Like that Public Representatives like Sarpanches, MPTCs, MPPs and ZPTCs, MLAs etc., are supporting poor beneficiaries by way of kind or cash.

  15. Swachh Guntur IEC Activities • Constituency Level Meetings by the District Collector with Public Representatives, Officials, and CBOs. • Regular campaign through Kalajathas, videos, songs, wall writings and posters. • Awareness programs among children and students. • Motivation through Self Help Groups. • Field visits by District Collector and People representatives. • Electronic Media participation – TV9 has come forward to campaign Swachha Guntur.

Activities in Sattenapalli Constituency Swachh Guntur Hon’ble speaker for APLA Sri.Kodela Siva Prasad Rao Garu is pleased to be part of sanitation campaign of District and inaugurated Swachh Sattenapalli Programme on 7th September 2014 at Sattenapalli Mandal, in Sattenapalli Constituency to declare open defecation free Constituency.

Swachh Guntur Name : Mr.Seetharamaiah Village : Kandlakunta, Mandal : Nekarikallu Community : OC Occupation : Labourer Income : 5,500 per month During the visit of Hon’ble Speaker beneficiary informed that Rs.2,500/- saved by engaging his own family members in pit digging and also assistance to mason. So that construction of IHHL completed within Rs.12,000/-.

Swachh Guntur Impediments in Implimentation of the Scheme • Lack of awareness on sanitation. • Lack of Initial Capital. • Cumbersome procedure for sanctions and release of payments. • Release of payments in Two installments (Rs.2,980/- as wage component through Post office + Rs.6,900/- after completion of structure). • Non release of NBA funds in time.

  30. Swachh Guntur Suggestions • 4/6 model is widely accepted by Public. • Involving Public representatives in execution of the scheme. • Quick Release of payments in Two Installments (Rs.6,000/8,000 after digging of pit and placing cement Rings + Rs.6,000/4,000 after completion). • Intervention of District Administration in supply of Critical inputs (Sand, Cement, Cement Rings and Cement Bricks). • Supply of moulds to takeup manufacturing of rings in a huge scale by Self Help Groups (SHG). • Encourage pre casted structures to speed up execution of IHHLs (NATCO company came forward to supply one pre casted unit to District Administration and hoping execution will start soon.
