CASE RECORD / WORK FILE • Case record / work file maintains relevant documents / records in a sequential order. • To enable review, monitor and audit implementation of the project / work during implementation and after completion. • MORD issued indicative framework for case records / work file under MGNREGS vide circular F. No. J-11017/6/2016-MGNREGA –VII dated 19th July, 2017

  3. Standard list of 21 documents emphasized in the circular. • State/UTs can add more documents based on their State specific practices and preferred language. • Case record file to be in hard paper cover, preferably to have clip file for holding papers. • Cover page of work file details out summary of information about the project / work.

  6. ANNUAL ACTION PLAN / SHELF OF WORKS • Gram Sabha approves the list of works and submit to the Block / District for approval. • The copy of approved list along with copy of the Gram Sabha resolution for that particular work for work file.

  7. TECHNICAL ESTIMATE AND DESIGN • Cover page of the estimate • Project report • Detailed estimate • Analysis of rate • Lead and lift statement • Material statement • Labour abstract • Drawings and design • Survey data • Include cost of standardized CIB

  8. TECHNICAL SANCTION • Technical Sanction (TS) as appraisal and approval of the estimated cost of the project / work. • Include cost of both labour and materials components • TS accorded as per delegated powers by the State Government for JE/AE/AEE/EE/SE

  9. ADMINISTRATIVE-SANCTION/FINANCIAL SANCTION • Approval of work by the competent authority. • Include resolution of Gram Sabha, approved shelf of projects by the delegated authority, approved Technical Estimate of the work. Convergence details from other schemes or departments in respect of project / work, in which funds are dovetailed to meet the cost. A complete project proposal including all project activities and budget to be part of case record / work file.

  10. DEMAND APPLICATION FORM Application form to be used by the MGNREGS workers to apply for employment. (Application form for individual households (Annexure –III A) and application for group of workers (Annexure III B).

  13. ALLOCATION OF WORK • The PO to allocate work of these workers within 15 days from the receipt of application as per Annexure IV. • The work allocation notice includes the details of the project such as location, name of the work, number of days of employment, to be provided etc.

  15. E-MUSTER ROLL • E-MR to have proper serial number at the worksite. No kutcha MR (not authorized) to be used for recording attendance of workers. • Copies of the filled in e-muster rolls, duly verified and certified by the competent authority to be placed in work file. • Semi-skilled and skilled workers to be maintained in a paper muster roll and to be billed separately for payment under material component.

  16. MEASUREMENT BOOK (MB) • MB should be duly authorized and issued by a competent authority. • To calculate quantum of work done at site and recorded by the technical person. • Measurement to be taken within 3 days of closure of MR. • Test check of measurements to be done by concerned officials. • MB with graph sheets on the left side preferable to record of sketches of plans, elevations and sections of the work done along with dimensions for ease of understanding. • In case of e-MB, the copy of the record be kept inside the case record / work file.

  17. MATERIAL PROCUREMENT DOCUMENTS AND USAGE • Materials to be procured to be part of technical estimate. • Each stage of procurement to be part of work file. • Notice inviting quotation, quotations received, comparative statement, approval, purchase order and bills of the vendors. • Quantity of materials to tallied with measurement books. • Copies of materials vouchers and bills should be kept in the case record / work file.

  18. Wage list is generated after the measurement of work for a particular muster period for payment of wages and copy should be part of work file. • The copies of FTOs generated for wage and material payment for each muster period of the work to be part of work file. This will help tracking of payments made under the work. • Copies of receipts of royalty paid (if any) to the government to be part of work file and provision to be made in the technical estimate.

  19. PHOTOGRAPHS OF WORK • Three stages photographs to be followed – • First photograph before initiation of the work. • Second photograph during implementation or during progress of the work. • Final photograph after completion of the work. • Photograph to be taken from same angle with date printed over it and to include CIB.

  20. WORK COMPLETION CERTIFICATE • Work completion certificate to be certified by the technical personnel. • Work completion certificate include basic information as per Annexure V. • Name of work, code, DOS and DOC, actual expenditure on wage and materials component and date of social audit.

  22. MUSTER ROLL MOVEMENT SLIP • Muster roll movement slip to track the process from generation of muster roll to the final payment with specific dates and officials / officers responsible. • The format is attached in Annexure - VI

GEO-TAGGING & SOCIAL AUDIT • Ministry has mandated geo tagging of all MGNREGS assets. • At least one geo-tagged photograph to be part of the case record / work file. • Social Audit is mandatory under MGNREGS. The report of social audit if conducted needs to be placed in the case record / work file. Pertaining to the work.
