American Red Cross • Coordination with American Red Cross –Three Rivers Chapter: • Emergency Disaster Services Response • Regional Shelter planning & Training • identification of shelter sites and services • Training volunteers for disaster services • Three Rivers Chapters provides services for the Counties of: Butte, Colusa, Glenn, Nevada, Plumas, Sierra, Sutter, and Yuba and Beale Air Force Base (USAF)

Pre-Disaster Situation • Initiation of slow-rise flood procedures is considered: • Forecast weather events and winter storm warnings • All situations that have the potential to affect river levels • Precipitation & snow melts • Water releases from upstream dams • Localized flood conditions reported by Public Works or citizens • Coordination with State, Federal, and local emergency operations centers • DWR Flood Operations Center • National Oceanic and Atmospheric Administration – National Weather Service • State Warning Center • California Data Exchange Center • Yuba County Water Agency • All local jurisdictions

Flood Alert • Issuance of a flood alert actions • Heightened observation of rivers & levees • Increase dissemination of flood information • Implement EOP-Slow rise Flood Plan • Emergency Operations Center Activation • Notification calls in response to river forecasts • Increased readiness to facilitate flood fight efforts • Evacuation preparedness plan

  12. Who can order an evacuation? • Yuba County Board of Supervisors • County Administrator designated by the Board of Supervisor’s • Cities of Marysville and Wheatland • Statutorily designated law enforcement officers • Governor

Evacuation Process • Potential threat initiates implementation of Emergency Operations Plan (EOP) • Evaluate need for evacuation • Consideration of special needs populations, critical facilities, and shelter identification • Early evacuation of special needs facilities & schools to coordinate transportation • Wide Area Notification System (WARN) calls residents to inform them of potential evacuation and emergency instructions

  14. Evacuation Process • Emergency Alert System (EAS) on television and radio • Residents evacuate via routes identified on site guided by emergency personnel • WARN telephone system activated to inform public of potential evacuation • First responder notification to residents of evacuation

  15. Wide Area Rapid Notification (WARN) • Thousands of calls per minute • System can be accessed remotely from any location • Targeted messages will be delivered to each affected area • Phone numbers updated monthly through E 911

  17. Wide Area Rapid Notification (WARN) • A phone call from WARN may include: • Nature of emergency • Area affected • Information regarding the emergency • Instructions for evacuations • Safety tips for consideration • Referral numbers for emergency assistance, special needs

Safe Zones • Safe Zones identified in the South Yuba County Evacuation Plan: • Yuba College • Lindhurst High School • Sleep Train Amphitheatre • Identified Safe Zones can be used as a: • Safe Zone/Information Center for evacuees • Staging area for supplies/equipment • Alternate location for Incident Command Post • Mass care shelter • If a safe zone is located within the hazard area residents will be directed to another location

  19. Localized Flooding 2005 – 2006 winter storms exposed internal drainage problems, including flooding on identified evacuation routes Plumas-Arboga Road, Forty Mile Road, and Algodon Road

Hazard Mitigation – Roads and Evacuation • Affected portion of Plumas-Arboga Road will be elevated. • Identification of alternate evacuation routes away from flooded portion of Algodon Road. • Pumps and ditches to remove water from roads. • Construction of berms to redirect the flow of water.
