Introduction • The Department developed its 2009-2012 Strategic Plan in line with the Medium Term Strategic Framework (MTSF) that is informed by the electoral mandate period (2009-2014) • The Strategic Plan underwent reprioritisation following the budget cuts after the initial allocation from the National Treasury. • The presentation indicates the Department’s strategic goals, objectives as well as key deliverables, and the budget allocation within the MTEF period. DoC Functions • To develop ICT policies and legislation that create conditions for an accelerated and shared growth of the South African economy which positively impacts on the well being of all our people and is sustainable; • To ensure the development of robust, reliable, affordable ICT infrastructure that supports and enables the provision of a multiplicity of applications and services to meet the needs of the country and its people; • To strengthen the ICT Regulator, Independent Communications Authority of South Africa (ICASA) , to enable it to regulate the sector in the public interest and ensure growth and stability in the sector; • To enhance the capacity of, and exercise oversight over State Owned Enterprises (SOEs) as the delivery arms of government; • To fulfill South Africa’s continental and international responsibilities in the ICT field. 6 A global leader in the development and use of Information and Communication Technologies for socio-economic development

Mandate of PNC • The PNC on ISAD was established in the 2001 by the former • President Mbeki to – • advise the President on the use of ICTs to optimise the pace and the extent of addressing South Africa’s development challenges and enhancing South Africa’s global competitiveness; as well as South Africa’s contribution to and benefit from the development of an inclusive Information Society in Africa and the world; • facilitate the coordinated and integrated development of an inclusive Information Society in South Africa; and • support efforts aimed at making South Africa and Africa integral and equal members of the Global Information Society. • so as to assist government to ensure that South Africa does not fall • behind the rest of the world as a result of the digital divide. SOEs • South African Post Office (SAPO) • Established in accordance with the Post Office Act (1958) as a government business enterprise to provide postal and related services to the SA Public • South African Broadcasting Corporation (SABC) • Established in terms of the Broadcasting Act (1936) as a government enterprise to provide radio and television services to SA • Two operational divisions: (1) Public broadcasting services & (2) Commercial broadcasting services • Sentech • Established in terms of Sentech Act (1996) as a common carrier to provide broadcasting signal distribution for broadcasting licensees and to provide international carrier-of-carrier voice services as well as multimedia services 18 A global leader in the development and use of Information and Communication Technologies for socio-economic development

SOEs • National Electronic Media Institute of South Africa (NEMISA) • Established as a non-profit organisation in terms of Companies Act (1973) to provide much needed skills training at an advanced level for the broadcasting industry. • Universal Service and Access Agency of South Africa (USAASA) • Established in terms of section 58 of Telecommunications Act (1996) to promote universal services and access to communications technologies and services for SA as well as to manage the Universal Service Fund. • .za Domain Name Authority • Established in terms of chapter 10 of the ECT Act (2002) to take responsibility for the .za Domain Name Space. • Independent Communications Authority of South Africa (ICASA) • Responsible for regulating the telecommunications and broadcasting industries in the public interest, to ensure affordable services of a high quality for all South Africans. 19 A global leader in the development and use of Information and Communication Technologies for socio-economic development

  24. Meraka e-Skills Institute … • South Africa does not compare well with other countries in terms of ICT skills availability. Although there are numerous initiatives in ICT skills training, there is a mismatch between what is taught and what skills are actually needed in the workplace. • During the July 2002 Lekgotla, Cabinet approved the conceptual framework for the establishment of the Advanced Institute for ICT. This Institute comprised of 3 legs: • Research and Development; • Applications Development; and • Skills Development and industry related issues. • The DST is responsible for the first two legs, while the DOC was tasked to implement the third leg. 24 A global leader in the development and use of Information and Communication Technologies for socio-economic development

  25. … Meraka e-Skills Institute • On 10 March 2004 Cabinet approved the establishment of the Advanced African Institute on ICT. In 2005 the name was changed to the Meraka Institute, under the auspices of the DST/CSIR • The purpose of the Meraka e-Skills Institute is to advance the quality of life of our people and the workplace readiness of our graduates in an emerging information society and knowledge economy. • The Meraka e-Skills Institute will leverage existing institutional capacity in a collaborative manner – including the private sector, academia and civil society. • The key focus areas are e-skills for government, business and for development. 25 A global leader in the development and use of Information and Communication Technologies for socio-economic development

DOC MANDATE ACROSS SPHERES OF GOVERNMENT … • The DOC has noconcurrent function in the provinces • The SOEs are the delivery arms of the DOC • The Intergovernmental Relations Framework Act No 13 of 2005 encourages Cabinet Members to establish a national intergovernmental relations forum to facilitate and promote policy and related matters in their functional areas. • The former and late Minister of Communications launched the ISAD IGR Forum on 12 December 2006. 35 A global leader in the development and use of Information and Communication Technologies for socio-economic development

DOC MANDATE ACROSS SPHERES OF GOVERNMENT … • In compliance with Section 11 of the Act, the ISAD IGR Forum is a consultative forum for the Minister - • To raise ICT matters of national interest with provincial government and organized local government and to hear their views on those matters. • To consult provincial governments and organized local government on - • developing national policy and legislation relating to matters affecting ICTs in their functional areas; • monitoring and implementation of national ICT policy and legislation in provinces; and • coordinating and aligning ICTs within the functional area of strategic and performance plans, as ell as priorities across the three spheres. • To discuss performance in the provision of services in order to detect failures and to initiate preventive or corrective actions when necessary 36 A global leader in the development and use of Information and Communication Technologies for socio-economic development

  39. SPECIFIC PROJECTS IN PROVINCES … • MERAKA e-Skills Institute  • Plan to engage with Limpopo, KZN, and the Easter Cape, for pilot sites for FIFA 2010 legacy projects. These sites will focus on the use of Information and Communication Technologies in social networking and the building of social cohesion • A community-based e-skills seminar was held at Siyabuswa, Mpumalanga. Plans are being developed for similar activities in rural areas in the Eastern Cape and the Western Cape. • A MoU and a collaborative project involving 3-4 Provinces (Gauteng, Western Cape, Limpopo and KZN) is being pursued with CISCO. This will involve the engagement of the CISCO Public Service in developing a markets program which involves activities in more than 130 developing economies • Broadband • ICT ID Branch’s work in the provinces, is to work  with Provinces on their Provincial Broadband strategies and implementations 39 A global leader in the development and use of Information and Communication Technologies for socio-economic development

  40. … SPECIFIC PROJECTS IN PROVINCES … • 2500 young people targeted to participate in the National Youth ISAD programme to increase their economic participation • 100 e-Cooperatives established to increase entry of youth-owned small enterprises into the ICT Sector • Connect Dinaledi schools, with network coverage for surrounding government institutions – in all provinces • 900 women in construction listed on the e-commerce construction web portal to increase business exposure and sustainability • Mainstreaming ICT related issues for the benefit of designated groups • Leadership and ICT Seminar for young women to be held in Western Cape province • Review Summit on the Children & ICT Strategy and current sector ICT policy discussions to be held in Free State Province 40 A global leader in the development and use of Information and Communication Technologies for socio-economic development

  41. … SPECIFIC PROJECTS IN PROVINCES … • National ICT work-programme with the Institution of Traditional Leadership …. • A three-year programme, wholly funded by the DOC and focused on the following three areas of work: • Development of websites for the National House, Provincial Houses and Local Houses of Traditional Leaders; • Digitisation of information in the Provincial Houses of Traditional leaders; and • ICT Literacy training programme to increase the uptake and usage of ICTs by traditional leaders. • 2008 - the DOC delivered on the following: • Developed websites for all Provincial Houses of Traditional Leaders and launched the National House of Traditional Leaders website • Publication on the establishment of Traditional Authorities; their roles and functions and how this Institution of Traditional Leadership is partnering with the DOC to build an inclusive Information Society. 41 A global leader in the development and use of Information and Communication Technologies for socio-economic development

  42. … SPECIFIC PROJECTS IN PROVINCES … • … National ICT work-programme with the Institution of Traditional Leadership • 2009 - the DOC will deliver on the following: • Develop 22 websites for Local Houses of Traditional Leaders • Introduce ICT Literacy training programmes at eight PHTLs • Digitise information residing in PHTLs, particularly focusing on the following material for digitisation: • Traditional Courts judgements • House of Committee proceedings • Heritage and cultural information on each traditional leader serving in the PHTL Executive Committees • Host the 2nd Annual ICT Seminar for the Institution of Traditional Leadership 42 A global leader in the development and use of Information and Communication Technologies for socio-economic development
