  1. WELCOME! Commute Trip Reduction (CTR) Survey Briefing

  2. Purpose of the CTR Law • To improve air quality, decrease traffic congestion and decrease fuel consumption.

  3. The Goal of the Commute Trip Reduction Program • Reduce the number and length of drive-alone commute trips to major worksites by 10% between 2007 and 2011.

  4. What does a CTR-affected employer have to do? • Appoint an Employee Transportation Coordinator (ETC) • Distribute information to employees • Implement a set of transportation management elements • Review and report on worksite’s progress (includes measurement of employee commute behavior biennially)

  5. Newly affected sites Newly affected sites are required to: • Conduct a baseline survey within 90 days of becoming a CTR-affected worksite. • Submit a completed program report to the City for review and approval within 90 days of receiving results of baseline survey.

  6. Why Survey Now? • To establish baseline measure of employee commute behavior • To conduct required measure of employee commute behavior

  7. Survey Measures Trip Reduction • Drive Alone rate = the number (percentage) of drive-alone commute trips. • Vehicle Miles Traveled (VMT) per affected employee = length of drive-alone commute trips.

  8. CTR Reduction Calculations • Drive alone rate = Number of drive-alone commute trips Number of potential commute trips

  9. CTR Reduction Calculations • Drive alone rate = 3 drive-alone commute trips 5 potential commute trips • Drive alone rate = 60%

  10. What Instrument Are We Using To Survey? • Serial numbered • Completed in No. 2 pencil • Remain flat – no staples, paper clips or labels

  11. CTR Goal Measurement Survey Distribution • Must survey CTR-affected employees • May choose to survey total worksite population Total Worksite Population or “All” CTR affected employees

  12. CTR-Affected Employees • Work 35 or more hours in a week (Monday through Sunday) • Are scheduled to report to a single worksite between 6 to 9 a.m. • Work on two or more weekdays (Monday through Friday) each week, and • Are in a position intended to last at least 12 continuous months

Total Worksite Population • all CTR-affected employees • all other employees on the company payroll (i.e., night shift, part time, and teleworking employees), and • all other persons not on the company payroll but who work at the site and are eligible to take advantage of the benefits of CTR Program (e.g.: temporary employees, cafeteria staff, janitorial staff, etc.)

Ideas for a Good Response Rate • Get “commitment statements” for those responsible for collecting surveys • Visibly involve management • Set-up competitions between departments • Give a small prize or food for all employees who return completed questionnaire • Have supervisors responsible for collecting completed surveys from employees • Have employees complete surveys during a meeting

  18. If your site has made progress by reducing either your DAR or VMT, then… • Submit written employer program report on due date next year • Continue your program at its current level (including the minimum program requirements) • Conduct a goal measurement survey again in two years

If your site has NOT made progress (not reduced its DAR rate or VMT) then… • Work collaboratively with your CTR Rep and come to agreement on ways to make your program more effective (likely to achieve goal) • Include changes on your next employer program report • Conduct a goal measurement survey again in two years

  20. Baseline Surveys • Develop program and submit program report for review by local jurisdiction 90 days after you receive survey results • Implement approved program within 90 days • Conduct a measurement survey again in approximately 2 years

CTR Reduction Calculations • Vehicle miles traveled (VMT) per employee = Trips per person X Miles per trip Where: • Drive-alone trips (includes one-person motorcycle and drive-on ferry trips) = 1 trip per person • Two-person carpool = ½ trip per person • Three-person carpool = 1/3 trip per person… etc… until • Seven or more vanpools and transit (ferry, rail, bus) = 0 trip per person • Non-motorized (bike, walk) or trips not made because of telecommuting or a compressed work week scheduled day off = 0 trip per person
