Letter of I ntent

This letter of intent outlines the establishment of the Joint Single European Sky Initiative (JSPA) to promote the concept of "OneSky" for international civil aviation. The aim is to improve airspace utilization and network management, enhance safety and capacity, and achieve cost efficiency and environmental goals. The JSPA will foster proactive relationships between regional Civil Aviation Authorities (CAAs) and Air Navigation Service Providers (ANSPs) and facilitate the implementation of agreed projects for the benefit of all stakeholders.

Following high level meeting held in Sarajevo on April 29, 2013 between regional DGs and CEOs of national regulatory and supervisory authorities and air navigation service providers, the hereafter signatories, Having regardto the obligations of the Signatory States stemming from the ICAO Chicago Convention and in particular considering the strategic issues that address the challenge of integration, interoperability and harmonization of systems in support of the concept of “OneSky” for international civil aviation;

Having considered the evolving ATM environment in Europe, in particular the ongoing efforts to implement a Pan-European single sky and the strong impact of SES on future ATM regulation and service provision; Having regard to the agreement and commitment between the European Union and States which have signed the European Common Aviation Area (ECAA) agreement; Having considered the need to provide our civil and military airspace users the best possible and seamless cross-border ATM performance in the important transit airspace in the South-East Europe and in the complex lower airspace;

Having considered the opportunity to improve airspace utilization and network management in the fragmented small and medium size FIRs in the SEE and the need to develop appropriate interface with neighbouring FABs; Having recognizedand respect existing regional cooperation and the good results achieved under the ISIS Programme; Having regard to the high value, professional expertise of existing human resources in the region and the need the make best possible use of the available resources for supervision, planning, ATM technology deployment and possible common services;

Having considered that deployment of new technology in support of SES will require large investments, which could be reduced by close cooperation, working together on common projects, sharing investments and by common application for external funds (e.g. Trans-European Network development), have agreed upon following:

  11. JSPA Initiative shall be recognised as a suitable mean to put in practice already existing bilateral/multilateral agreements concluded among the signatories
