    13. Lay down objectives and work to achieve them Where do we stand? Is the Charter still useful? Yes but we need to Perform CONCRETE activities, not only at the national but also at the regional level Highlight the Charter process a whole, not only projects connected to the Charter Strengthen the position of Charter coordinators (consultation, coordination and communication are challenging tasks) Revisit priorities considering current events in the region and the challenge of creating employment for skilled youth as a spin-off of economic development (entrepreneurship, SMEs, employability, not only academic and technical but also social skills)

The EU Delegations should cooperate more closely with Charter Coordinators to improve consistency between Charter process and EU financial support (Link the Charter more closely to the National Indicative Programmes and Annual programmes) make the Charter visible in the national media The Commission should be a catalyst of regional activities Should one focal point be appointed for each dimension of the Charter? Up to each country but it is important that the Charter Coordinator coordinates and consults

    18. Role of Charter Coordinators How to gain additional commitment from additional stakeholders involve private sector more closely disseminate information report on progress (e.g. to Ministers)
