  1. Group 3 The Director-General’s Vision Statement says the ILO’s task is to shape change. Forward-looking analysis based on solid evidence will provide a timely understanding as a basis to respond effectively to DW challenges. Why? To strengthen the ILO’s voice, giving us a place from which to influence how decent work is understood and applied nationally. What? Needs to take a broad view of DW but to be useful at country level, it also needs scope for focus on issues that are important at country level, providing a conceptual framework, policy advice and forecasts. For whom? Flagship product to give constituents the tools with which to influence key decision makers.

  2. Group 2 Are we ready to have an opinion? To be the “go to” organization on decent work? Are we committed to tackle the jobs crisis and growing inequality? To deliver as one and become a centre of excellence, as one ILO and one shared vision. We think we have the tool for that: country policy analysis. We need it to respond to a clear demand from constituents, ILO staff and policy makers. It should support priority setting and give a forward-looking perspective (projections) on decent work at the national level. It should provide an overview of quantitative and qualitative data analysis from a decent work perspective, look at policy response of governments in addressing decent work challenges, and provide policy recommendations. The product would be primarily for constituents but we also need to reach other audiences: Ministries of Planning, Ministries of Finance, donors and other practitioners.

  3. Group 1 The jobs crisis will demand excellence from the ILO, evidence-based policy advice to help constituents face decent work challenges with a coherent and integrated approach. Constituents are asking for high quality policy advice. Our framework will be to integrate decent work into national development plans, and build recognition of the authority of the ILO on these issues. Gender-responsive analysis. Part of KM strategy. This will be a regular product, for constituents, donors, ILO staff. Will help us align our work – and establish ILO excellence, focus and ability to deliver as one.
