  1. CLIMATE CHANGE Construction of the Base Line and measurement of GHG emissions. EU – LatinAmerica Civil Aviation Summit 24-26 May 2010 Rio de Janeiro, Brasil

  2. Contents • Goals • ICAO Model • Mexican Case • Strategy • Conclusions

  3. Goals • ICAO proposalfor GHG reduction • The ICAO HighLevel Meeting in October 2009 in Montreal, concluded a veryagressiveapproachfor GHG reduction as follows: • A short term 2% annualimprovement (untilyear 2012) whichmeans a global 13% improvementwithrespecttothe 2005 base line. • A midterm 2% annualimprovement (until 2020) whichmeans a global 26% improvementwithrespectto 2005. • A longterm 2% annualimprovement (until 2050) whichmeans a global 60% improvementwithrespectto 2005. • Improvementisrelatedto fuel burnfortransportingby air oneRevenue Ton–Km (RTK). • Fuente: Informe final GIACC jun-09

  4. Goals • IATA onitsside, proposedthefollowinggoalnumbers • A short term 1.5% annualreduction (until 2012) • A midterm 1.5% annualreduction (2013 – 2020) • Toattain a CO2 a zerogrowthbeginning 2020 • A CO2 net emission of 50% withrespecttothe 2005 base line, in theyear 2050. • Fuente: documento HLMENV_WP005

  5. Expectedgrowth of commercial air transport vs emissionreduction ICAO – IATA (estimatedannualgrowthrate of 4.5%). Goals 625 % 94 % 36 % 60 % 26 % 13 %

  6. ICAO Model General Methodologydevelopedtoestimatetheamount of CO2generated per pax in a flight, forusing in carbontradeprogramscalculations.

  7. ICAO Model

  8. MexicanCase • PremisesfortheAugmentedStatisticsoperation • The actual fuel consumptionmusttobereportedbyairlines per flightsegment / aircraft. • Information of the fuel providerwillbeusedtovalidate at rough level, the fuel consumptionof airlines. • Theflight time variability per aircraft / flownsegment, willbeusedtomeasuretheefficiencies of implementedoperationalimprovements (ATM / Airports). • PayloadtoconsiderforRTK´scalculations: • Paxper serviceclass • Mail and baggage • Air freight • Mexicoworks in anAeronauticalPolicywhichwillconsidersustainabledevelopment of air transport.

  9. Mexican Case 100 % -2 % ANNUAL -13% -26% -60% 2005 2011 2012 2020 2050 AeronauticalPublicPolicy Webelievethat, with a coordinatedwork and cooperativeattitude, itispossibletoreachtheproposed CO2/RTK reductiongoals

  10. Strategy • Consideration of reductionfactors 2010 • ATM • StreamlineProcedures • Utilization of Air Space • PBN Operations 2005 OperationalHistorical Data alreadycaptured AugmentedStatisticalInformation • Infrastructure and Operations • Efficientgroundoperations • Airports • Taxiwaysgeometry AeronauticalPolicyforsustainabledevelopment • CarbonTrade Methodologyforthecalculation of CO2 emissionsbasedon actual statistical data alreadycaptured and airlineestimations • Actual IndustryInformation • Monthlyreport of fuel consumption. • VariabilityAnalysis. • Introduction of technologicalchanges. • ATM proceduresimprovement. • Groundoperationsproceduresimprovement. • Fiscal incentives fortheutilization of alternativefuels. • Eventual creation of a domesticcarbontrade. • Technology • Aircraft • Engines AlternativeFuels Biofuels BASE LINE

  11. Conclusions • Thegoals are ambitious, howeverattainable at midterm. • A soundaeronauticalpolicyforsustainabledevelopmentisthebesttool. • Itwillbenecessarytohomologate and coordinatemethodologiesamongStatestooptimizeresults. • Decisionsmusttobeestablishedwithin a multilateral framecoordinatedgloballyby ICAO. • Itis crucial tofind a definitivesolutionthroughthe general utilization and enhancement of biofuels. • Zero CO2 growingis in ourhands.
