PHASE I (2) STORY COURT YARD IN-FILL / WITH ADA ENTRANCE IMPROVEMENTS/ADM RENOVATIONS for:MESSIAH UNITED METHODIST CHURCHThe following includes a summary description of the scope of work considered for the Phase I In-Fill for the attached Feasibility Cost Range.FEASIBILITY COST RANGEPHASE I (2) STORY COURT YARD IN-FILL / WITH ADA ENTRANCE IMPROVEMENTS/ADM RENOVATIONS Architectural Engineering / Permits; • Project Development, Civil and Architectural Engineering including blue prints, project bonding, Commonwealth Drawing Submission, Reviews, Inspections and Permit FeesGeneral Requirements; • Construction Supervision and Project Administration • Soil / Concrete Testing • Field office, storage trailer, job toilet, hoist and man lifts • Temporary poly dust protection and temporary secure partition • Street and sidewalk barricades and security fencing • Site, utility, and building layouts and certification • Progressive and final professional project clean-up • Project waste and dumping fees Site Improvements; • Project soil borings and foundation report recommendations • Site demolition to include removal of existing street asphalt for new utilities, concrete curb and sidewalks, existing patios and porches along the sanctuary and Evangel Center affected by the new construction and also removal and storage of the existing site signage • Select building demolition to include Evangel Center porch overhang, masonry openings for communicating doorways and interior masonry wall demolition in the administration areas of the Evangel Center • Excavation and backfill with rock removal for basement courtyard infill • Foundation drainage systems, rain water collectors for roof drainage and rear courtyard patio drain • New utilities to the building include new gas, domestic water, 6 to 8” sprinkler service and electrical service with vault with utilities running into new mechanical/electrical room • ADA Entrance Improvements including footers, concrete ramp with railing, concrete steps to 1st floor Atrium, brick planter with precast • Asphalt resurfacing @ street affected by new utilities, new curb drop-off, new sidewalk from alley to Evangel Center • Rear scored concrete patio slab behind infill area • Landscaping shrubbery planting in planter Building Structural System: • Reinforced concrete trench footings and pier footings for the basement infill • Reinforced concrete basement slab on grade with 1st floor concrete slab on deck • Basement and 1st floor reinforced concrete transition ramps with wall and floor railings • Reinforced load bearing concrete masonry units in the basement

PHASE I (2) STORY COURT YARD IN-FILL / WITH ADA ENTRANCE IMPROVEMENTS/ADM RENOVATIONS • Structural steel to include (6) steel columns from basement concrete piers running full height to the proposed roof elevation. The steel columns are connected at the 1st floor with series of steel beams @ 4’ O.C. with metal deck to support the 1st floor reinforced concrete deck. The columns are connected together at the roof line with heavy steel beams which supports bar joist and metal deck for the rubber membrane roof system • Exterior and interior walls on the 1st floor shall include metal studs with DensGlass sheathing on the exterior walls Exterior Doors/Windows/Skylights; • Exterior doors for vestibule entrance and rear courtyard entrance shall be aluminum storefront • Exterior windows shall be aluminum storefront curtain wall systems • Proposed skylights over the Narthex shall be segmented unit skylights to fit between the proposed structural system Exterior Building Finishes; • Exterior wall finishes include brick in combination with EFIS on the front elevation • EFIS on the side and rear courtyard elevations Interior Building Finishes; • Basement walls in classroom & corridor to have painted drywall with painted block in the mechanical room. Basement floors in the classroom & corridor to have VCT with sealed concrete floor in the mechanical room. Basement ceilings in the classroom & corridor to have ATC with exposed ceiling in the mechanical room. Narthex walls on (3) sides to be painted drywall with exposed brick on the existing sanctuary wall. • Narthex floors to be carpet traffic tile in the vestibule entrance with ceramic tile in the connecting corridor from the existing sanctuary to the Evangel Center including the restroom. The balance of the Narthex shall be carpet including the ramp. Narthex ceiling to be ACT with minimal drywall bulkheads. The vestibule will have a hard ceiling • The proposal includes information/café casework as shown on the sketch plan Mechanical & Electrical Description;Plumbing Description • Plumbing includes Narthex Restroom vanity and toilet fixtures • Re-piping of water supplies and gas piping from the new mechanical room to the existing building • Provide new sanitary gravity drainage for proposed restroom and tie into the existing sanitary basement piping in the Evangel Center • Provide (2) exterior water hydrants at front planter area and rear courtyard patio area • Sprinkler System Description • Provide sprinkler service into the proposed mechanical room sized to service both the existing sanctuary, Phase I In-fill and any future expansion or the existing Evangel Center • Fire Alarm System for Phase I and both floors of the existing Sanctuary • Provide new ceilings in the existing sanctuary basement with some minor soffit work to the existing sanctuary to conceal vertical riser sprinkler piping. If sprinkler is required to protect the existing balcony and chancel areas budget dollars in the amount of $32,000 is included HVAC System • The proposed Infill construction shall be heated and cooled by using gas fired roof top packaged units for the Narthex in combination with split heat pump systems for the basement level

PHASE I (2) STORY COURT YARD IN-FILL / WITH ADA ENTRANCE IMPROVEMENTS/ADM RENOVATIONS Electrical System • The existing electrical service will not be able to support any more load of significant size • A new electrical service is included to with new transformer vault, switchgear with new electrical panels to be located in the new mechanical electrical room • The existing electrical switchgear will be backfeed from the new electrical room • The electrical service will be sized for both Phase I & Phase II construction PROJECT EXCLUSIONS; • Water Tap Fees and EDU Fees • Power Company Fees • Existing building improvements except for;a) required administration renovations on the 1st Floor Evangel Centerb) required door openings for Phase I basement and 1st floor • Improvements / Cosmetic Repairs to the exterior of the existing sanctuary (need to clarify scope of repairs) • ADA improvements at the rear parking lot.(not likely to be required for Phase I work) • Storm-water collection and or infiltration requirements by the borough do to Phase I Construction (Civil Engineering to confirm with the municipality during design) • Sprinkler system for the Evangel Center do to possible future demolition (Waiver/variance may not be granted by the Permitting Agency) • Fire pump or generator power for proposed sprinkler system (To be confirmed if required by Permitting Agency) • Owner FF&E to include furniture, phone and public address systems, glass display cases in the NarthexPROJECT CLARIFICATIONS / ASSUMPTIONS; • Existing basement windows on affected side shall be sealed/closed in due courtyard in-fill • It is assumed that the proposed plumbing fixtures on the Narthex can be gravity flowed above the basement ceilings of Phase I and existing Evangel Center. • In summary the feasibility cost range of $ 1,574,150 to $ 1,795,450 as per the conceptual drawings and scope of work as described above includes all design and construction costs for the proposed Atrium In-fill with ADA/improvements and utility upgrades at the street including a sprinkler fire alarm system for the existing sanctuary. As per the cost breakdown, MUMC soft cost and FF&E costs were not included and those costs will need to be confirmed by MUMC financing committee. Please also consider additional costs may be incurred during design and agency reviews for items excluded above such as a sprinkler system for the existing Evangel Center and possibly a fire pump with emergency generator may be required as well. If these items become required during plan reviews the feasibility cost should include a contingency allowance of $ 135,000 for these items. With the inclusion of soft costs, FF&E and contingency allowance the total project cost has the potential of reaching your budget cap of $ 2,000,000. Therefore it is Brechbill & Helmans recommendation to Messiah United Methodist Church that the soft costs/FF&E costs be confirmed as soon as possible based upon the above scope of work before prioritizing or considering any other smaller improvements. • Some of those improvements could be; • Minor renovations to the existing fellowship hall • Minor renovations to the existing kitchen • Renovations to the existing chancel • Renovations to the existing balcony • Thank you for the opportunity to provide this feasibility cost study for your review and consideration.
