UNHCR and the Worldwide Refugee Situationan overview United Nations High Commission for Refugees “The refugee people” Founded in 1950 to deal with aftermath of WWII Estimations of between 7 – 11 million refugees/IDP after WWII UNRAW (U.N. Relief and Works Agency) founded in 1949 to deal with Palestine refugees, has a separate mandate, not included in UNHCR

Necessary Definitions Refugee: Person who has fled country of origin and crossed an international border In response to fear of prosecution based on one or more of five grounds (race, religion, nationality, political opinion, membership in a social group) Note that natural disaster, climate change and poverty are not included but may well result in one of the above IDP (Internally Displaced Person) Meets above requirements but does not cross an international border Asylum Seeker: Person who applies for refugee protected status on an individual basis

Who is the Average Refugee Children make up 51% of all refugees Women and Children together make up 80% 44,000 people are forced to flee their homes every day 2/3’s of all refugees under UNHCR mandate have come from 5 countries: Syria 6.5 million Afghanistan 2.7 million South Sudan 2.2 million Burma 1.2 million Somalia 1.0 million

  10. Kakuma – background and Evolution Kakuma area inhabited by nomadic herders Initally some conflict but UNHCR has encouraged cooperation and joint use of land Some resentment as refugees get assistance not available to others But restrictions placed on refugees in business etc

  11. In 1969 UNHCR established a refugee processing center at Kakuma By 1990 there was a population of about 8,000

  12. 1990’s saw dramatic increase of refugee populations Sudan (The Lost Boys and south Sudan war) Somalia (fall of SiadBarre) Ethiopia unstable government

  13. The Evolution of Kakuma 20o8 had a population of 50,000 plus 2012 saw population of 105,000 Today has a relatively stable population of 180,000 – 200,000
