  2. Framework for the Future What is the Framework? A proposal for a new type of “NRP” program and method of community participation beyond 2009. Who wrote it? The “NRP Work Group” created by the City Council in November 2007. Members included: Council President Barbara Johnson Council Vice-President Robert Lilligren Council Member Paul Ostrow Council Member Betsy Hodges Cara Letofsky, Policy Aide to Mayor Rybak Robert Miller, Director, NRP 1
