Decisionmakingis a combinationbetween feeling and facts. • So wedecided in 2007 to reinforcement the ASPUR method by watchtools : collectingtools for internet sites, publications sites, tools for patent database (matheo patent), financialdatabases.

Partnership management : implementation of watchtools • Definition of required information : size of actors, R&D indicators • For academics : standard figures, publications, patents • For economicactors : financial figures, patents • Objective : re-define importance of actors in ASPUR method • Watch tools : Keywatch for web crawling, SCRL databases for financial figures, Web of science for publications, matheo patents for patents. • Difficulties : • Watch toolswere not soeasy to manage in 2007 ; differenttoolswithoutintegration • Importance of keywords : welldefinedfield of research • Means: more human and financial ressources

What do youwant to know ? • Then : step 2 Gather data • what do youneed as information ? • Whattoolswouldbeuseful ? • Existing or new ones (like in HEP experiments) : new tools open new possibilities • So buildyourown information system and analysing structure : itis a wellknownwatchprocess • Do not try to reach perfection right the first time ; itis a back and forth system • Thanks for your attention.
