Fulfillment of Race to the Top Network Teams Key Finding # 4 To fill positions for Race to the Top Network Teams, 73% of BOCES reported the intention to hire more staff. Administrators were most commonly cited as a likely hire.

Service Delivery at the Local Level Key Finding # 6 57% of BOCES explicitly express the desire for more flexibility in certification and tenure legislation. One respondent reasoned: “The more certification flexibility that a district can have, including a BOCES, the better… Please increase flexibility rather than force a choice or a one-size fits all.”
