  2. Problem and Proposal • Problem: • Dispatch of Generators have been migrating away from being done at the plant by the Lead Market Participant. Information, performance and communication with ISO Control Room has not been optimal. • Proposal: • Update the OP to account for centralization of Designated Entities (DEs) and Demand Designated Entities (DDEs). • Clarify definitions and define the expectations of performance. • Revise NX-12 form and associated OP-14A to reflect the true intent of the form. • Other administrative organization and clean up of the documents.

What to Expect What Is Changing What is NOT changing Responsibility still resides with the Lead Market Participant (Lead MP) Lead MP still identifying the proposed DE NX-12 still needs to be completed by Lead MP NX-12 “Section 8 – Additional Information” • DE responsibilities with respect to communications with the ISO Control Room are clarified • DE Registration process and data collection/validation • Timing considerations are clarified when changing DEs • NX-12 form and supporting OP-14 Appendix A • DE/DDE training and certification requirements to be defined in new Appendix G

Designated Entity – Tariff Definitions • Defined generally in the ISO Tariff, Section 1 • Designated Entity is the entity designated by a Market Participant to receive Dispatch Instructions for generation and/or Dispatchable Asset Related Demand in accordance with the provisions set forth in ISO New England Operating Procedure No. 14. • Demand Designated Entity is the entity designated by a Market Participant to receive Dispatch Instructions for Real-Time Demand Response Resources and Real-Time Emergency Generation Resources in accordance with the provisions set forth in ISO New England Operating Procedure No. 14.

Designated Entity – new OP Definition • Revision provides clarity for both Lead MP and DE • Designated Entity (DE) provides dispatch services from a single physical location  for a defined Generator (asset) and shall be the single point of contact to receive, acknowledge receipt, and implement ISO Dispatch Instructions and related communications. The operation from a single physical location allows for exigent conditions, as well as for infrequent, periodic testing & training needs provided prior approval from ISO Control Room has been obtained. • No Entity shall be recognized as a DE unless it meets the requirements in this OP and has been registered pursuant to ISO M-RPA • All DE contact information shall be confirmed and/or updated by the DE on an annual basis or upon change.

  7. OP-14 Revision and Organization of DE Information Current • OP-14 mixes information to define a Generator or other Asset type with timing considerations and responsibilities for a DE. Responsibilities are often unclear. Revision • Consolidates DE requirements (under each asset type) • Section C. Designated Entity – Performance, Communication and Control • Section D. Designated Entity – Modifying DE Details • Evaluation of technical requirements for DE changes – now based on the total assets being managed for dispatch. • Delineates the roles the DE and Lead MP is expected to perform with respect to communication and performance

Existing NX-12 Form – Challenges • Contains a number of fields that are not considered “Generator Technical Data” (the title and intent of NX-12) • Contains a number of frequently changing fields that have been difficult to consistently maintain in an accurate and timely fashion. • Lead MP contact updating the NX-12 may not be starting from the current version. • For DEs providing centralized dispatch for multiple Generators, the Lead MP contact is often different, so the DE contact information across the various NX-12s is often different (exacerbated when a DE manages for multiple Lead MPs)

Existing NX-12 Form – Challenges (cont) • Cumbersome to update because it is only updated by the Lead MP contacts for a single Generator • Only updated by Lead MP, so DE has to communicate to Lead MP who has to update the NX-12. • As listed previously, may not always be the same Lead MP contact updating the NX-12s

Proposed NX-12 Form • Returns the form to be more in line with the original intent “Generator Technical Data” • Removes frequently changing fields about the Generator that are not part of ISO Control Room dispatch consideration • Removes frequently changing DE contact fields so they can be managed by the DEs directly. This enables annual verification of the DE information more easily to support ISO Control Room communications.

Training & Certification Requirements for DE / DDE • Why are we defining new training and certification requirements? • To promote system reliability • To create baseline knowledge for a DE / DDE operating in New England • To ensure awareness and familiarity with regional standards during normal, emergency and restoration operational conditions • Who is required to complete the training? • DE Operators who communicate with the ISO Control Room

Training & Certification Requirements for DE / DDE (cont) • What are the different levels? • Initial training and certification • Renewal training and certification • How is the training going to be offered? • Training will be administered by the ISO and available as either: • Periodic in-person training • Online training available through ISO-TEN
